Improvement Trust Fund. The purpose of this fund would be to build a balance of 3 million <br />dollars for purposes of park maintenance and other improvements. The Park Improvement Trust <br />Fund is primarily fi'om the receipt of developer fees and funds for trails and park improvements <br />and structures. The recommendation of the Committee was to move forward with the proposed <br />t'ttnd. <br /> <br />Motion by Councilmember Elvig, second by Councilmembe~; Cook, to ratify the recommendation <br />ot' the Finance Committee and to introduce an ordinance Amending Chapter 3 and repealing and <br />replacing Section 3.40 entitled "City Funds". <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Strommen <br />and Zimmerman. Voting No: None. Absent: CouncilmemberPearson. <br /> <br />Case #3: Report from Personnel Committee <br /> <br />1) <br /> <br />Second Reading and Adoption of an Ordinance Authorizing a Salary Increase <br />for the Mayor and City Council <br /> <br />Human Resourccs Manager Reed reviewed that the proposed ordinance authorizes a salary <br />increase [br the Mayor and members of the Council, which was the direction of the Council on <br />August l0th. If approved, the increase would take effect on January 1, 2005. <br /> <br />Motion by Councilmember Elvig, second by Councilmember Kurak, to adopt an Ordinance #04- <br />33 Authorizing a salary increase for the Mayor and City Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers-Elvig, Kurak, Cook, and <br />Strommcn. Voting No: CouncilmemberZimmerman. Absent: CouncilmemberPearson. <br /> <br />2) Consider Authorizatio~ to Hire an Accounting Clerk <br /> <br />Human Resources Manager Reed reported that in July 2004, the Accounting Clerk position was <br />advertised internally. The City did not receive any applications; therefore, the position was <br />advertised in the newspaper. The City recei-ved approximately 200 applications and interviewed <br />nine applicants. Based on the interview panel's review, staff is recommending Jackie Lipski be <br />hired fi~r the Accounting Clerk position at an hourly wage of $15.44/ hr, plus benefits. Ms. <br />Lipski's appointn~ent is contingent upon successful completion of criminal and driver's license <br />background checks, reference checks, and Ms. Lipski's start date will be on or near Monday, <br />August 30, 2004. <br /> <br />Motion by Councihnember Kurak, second by Councilmember Cook, to adopt Resolution #04-08- <br />225 authorizing the hiring of Jacki Lipski for the position of full-time Accounting Clerk at a <br />starting wage of $15.44/hr, plus benefits contingent upon successful completion of criminal and <br />driver's license background checks, reference checks, and passing a pre-employment physical <br />and drug screen. <br /> <br />City Council/August 24, 2004 <br /> Page 7 of 25 <br /> <br />-59- <br /> <br /> <br />
