Motion by Councilmember Kurak, second by Councilmember Strommen, to direct staff to re- allocate 2004 CDBG funds of $150,000 to be used on the 14040 Azurite ST NW (Hanson Property). Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Strommen, Cook, Elvig, and Zilnmennan. Voting No: None. Absent: CouncitmemberPearson. Case #17: Approve Exemption from a Lawful Gambling License for Ramsey Women of Today to Operate Pull Tabs (Consent Agenda Item #6) Mayor Gamec indicated Ramsey Women of Today have requested to operate pull-tabs at Happy Days. The City has received a letter from the Happy Days Committee suggesting pull-tabs not be sold at the event this year. The Comlnittee feels there should be further discussion about pull- tabs being sold at the event, as the event is meant to be family fi'iendly. There is also an issue of fairness with other groups that may xvant to operate pull-tabs as well. The consensus of the Council was to deny the request to operate pull-tabs and to discuss the issue at a xvorksession with the Happy Days Committee. Motion by Councilmernber Cook, second by Councilmember Kurak, to deny the request from Ramsey Women of Today to operate pull-tabs at Happy Days. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Kurak, Elvig, Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Pearson. MAYOR AND COUNCIL INPUT 1) Transportation Meeting Mayor Gamec reported a transportation meeting was held with the county and legislators. The presentation by The Tinklenberg Group sho;ved how united the communities on the Highway 10 Corridor are. Councihnember Elvig noted there was intbrmation from the Met Council at the meeting that showed the 2030 transportation policy includes construction of the bridge over the Mississippi River prior to 2008. Councilmember Kurak requested that in the future the entire Council be notified about these types of meetings. 2) Happy Days Festival Mayor Gamec announced the upcoming Happy Days Festival. Assistant City Administrator Nelson indicated as this event grows there tends to be a lot of vendors showing up at the parade that have not paid any fees to be involved. Staff is looking for support fi'om the Council for staff to approach the vendors and inform them they are required to obtain a license from the City. The consensus of the Council was to support staff in informing vendors' at the Happy Days Festival that they are required to obtain a license from the City. -76- City Council/August 24, 2004 Page 24 of 25
