FC# <br /> <br />AMENDMENT OF THE 2004 SCHEDULE OF RATES, FEES AND CHARGES <br /> By: Diana Lurid, Finance Officer <br /> <br />Background: <br /> <br />The City of Ramsey's 2004 schedule of rates, fees and charges was adopted by City <br />Council on November 25, 2003. Amendments to this schedule were taken at the City <br />Council meetings of December 9, 2003 and February 22, 2004 and August 10, 2004. <br /> <br />Sewer and water trunk charges were amended at the August 10, 2004 City Council <br />meeting to $1,800 per sewer connection and $2,325 per water connection which were the <br />rates recommended by Bolton & Menk as part of their Comprehensive Sewer and Water <br />Plan. After a developer came forward at the August 24, 2004, City Council meeting <br />regarding the sharp increase in fees, time implementation, etc., Council chose to look at <br />the amended fees and see if they should be gradually implemented. <br /> <br />At a work session on September 7, 2004, Council made the recommendation that the <br />sewer and water trunk charges be brought back to the Finance Committee re-amending <br />the rates to present a gradual increase of 25% . <br /> <br /> 2004 2004 2004 <br /> Adopted Amended Amended <br /> 8/10/04 9/13/04 <br /> (25%) <br />Water $1,327/unit $2,325/unit $1,577/unit <br />Sewer $596/unit $1,800/unit $897/unit <br /> <br />The further amendment of the sewer and water trunk fees will be discussed at a later date <br />in 2004. <br /> <br />Currently, the City's fee schedule for Sewer and Water Permits does not distinguish <br />between commercial and residential construction: both are charged a fixed fee of $75.00 <br />per permit. Normally, as with our mechanical and plumbing permits, commercial <br />construction is charged a fee of 1% of the job value. Unlike residential, commercial <br />properties require several inspections often times at least five visits to the site. <br /> <br />As more commercial construction is occurring throughout the City, staff would like to get <br />this fee amended midyear to incorporate the change to 1% of the job value. <br /> <br /> <br />
