Executive Summary <br /> Braun Intertec Corporation conducted a Phase I Environmental Site Assessment(ESA) of a vacant <br /> gasoline station/convenience store located at 6401 Highway 10 NW in Ramsey, Minnesota (Site) in <br /> general conformance with the scope and limitations of American Society for Testing and Materials <br /> (ASTM) Practice E1527-13 and 40 Code of Federal Regulations (CFR) Part 312. <br /> At the time of this assessment, the Site consisted of an approximate 1.64-acre parcel developed with a <br /> vacant gasoline station/convenience store with an attached carwash.The building has been vacant for <br /> approximately the past three years. Four empty underground storage tanks are located on the Site. The <br /> surrounding area is developed for commercial uses. <br /> Our research has revealed that the Site had been used as a farmstead from at least 1938 through at least <br /> 1957. The Site was then occupied by a commercial building from 1965 until 2001.The commercial <br /> building was located in the west-central portion of the Site and extended northwesterly onto what is now <br /> the adjoining parcel. Past occupants of the commercial building included automobile sales and services <br /> businesses and a sign and graphics business.The automobile dealerships were identified on the storage <br /> tank, leak site, hazardous waste generator, and Voluntary Investigation and Cleanup Program databases. <br /> Petroleum impacted soils and groundwater have been documented on the Site from the past automobile <br /> sales and services uses. The existing Site building was constructed in 2002-03 as a gasoline <br /> station/convenience store with an attached carwash.The surrounding area was historically developed as <br /> cultivated cropland with scattered farmsteads and has been progressively redeveloped for commercial <br /> use. <br /> This assessment identified no recognized environmental conditions in connection with the Site,with the <br /> exception of the following: <br /> ■ The Site was formerly occupied by automobile dealerships.The automobile dealerships were <br /> identified on the storage tank, leak site, hazardous waste generator, and Voluntary <br /> Investigation and Cleanup Program databases. Soil and groundwater impacts on the Site and <br /> the adjacent parcel to the west were documented in association with these database listings. <br /> This represents a recognized environmental condition. <br /> ■ The existing Site building was constructed in 2002-03 as a gasoline station/convenience store <br /> with an attached carwash. Four empty underground storage tanks are located on the Site. <br /> There is a potential for past unreported releases associated with the use of the tanks.
