A. Introduction <br /> A.1. Purpose <br /> Braun Intertec Corporation received authorization from Mr. Patrick Brama of the City of Ramsey(Client) <br /> to conduct a Phase I Environmental Site Assessment (ESA) of a vacant gasoline station/convenience store <br /> located at 6401 Highway 10 NW in Ramsey, Minnesota (Site). The objective of the Phase I ESA was to <br /> evaluate the Site for indications of recognized environmental conditions and to assist in satisfying All <br /> Appropriate Inquiries (AAI) standards and practices. The Phase I ESA was conducted in general <br /> conformance with the scope and limitations of American Society for Testing and Materials (ASTM) <br /> Practice E1527-13 and 40 Code of Federal Regulations (CFR) Part 312. No intentional deviations from the <br /> ASTM Practice E1527-13 were made in conducting this Phase I ESA for the Site. The Phase I ESA was <br /> prepared on behalf of, and for the use by the City of Ramsey and the State of Minnesota (Users) in <br /> accordance with the contract between the City of Ramsey and Braun Intertec, including the <br /> Braun Intertec General Conditions. No other party has a right to rely on the contents of the Phase I ESA <br /> without written authorization by Braun Intertec. All authorized parties are entitled to rely on the <br /> attached report according to our contract with Client, and under the same terms, conditions and <br /> circumstances. Please note that our contract with Client may contain a limitation of our total liability. If <br /> so, such limitation also applies to all those receiving this permission. <br /> According to the User, the Phase I ESA was conducted in association with the purchase of the Site. <br /> The purpose of this Phase I ESA was to evaluate the Site for indications of"recognized environmental <br /> conditions." A recognized environmental condition is defined by ASTM Practice E1527-13 as: "the <br /> presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: <br /> 1) due to any release to the environment, 2) under conditions indicative of a release to the environment, <br /> or 3) under conditions that pose a material threat of a future release to the environment. De minimis <br /> conditions are not recognized environmental conditions." <br /> In addition, a "controlled recognized environmental condition" is also a recognized environmental <br /> condition. A controlled recognized environmental condition is defined by ASTM Practice E1527-13 as <br /> "a recognized environmental condition resulting from a past release of hazardous substances or <br /> petroleum products that has been addressed to the satisfaction of the applicable regulatory authority, <br /> with hazardous substances or petroleum products allowed to remain in place subject to the <br /> implementation of required controls." <br /> BRAUN <br /> INTERTEC <br />
