City of Ramsey <br /> Project B1610732 <br /> January 10, 2017 <br /> Page 12 <br /> xylene (BTEX) and total lead; all analytical values were below the practical quantitation limit (PQL)with <br /> the exception of lead.The 20 cubic yards of stockpiled soil were later commingled with soil excavated <br /> from a nearby drainfield and was thinspread on the adjoining property to the north across the railroad <br /> tracks. Soils samples from the base of each excavation were collected and analyzed for DRO and BTEX. <br /> Samples from the bottom of the waste oil and fuel oil rank excavations did not indicate any residual <br /> petroleum compounds. One sample collected from the bottom of the motor oil tank(on the Site) nearest <br /> to the tank fill line and vent line had a DRO concentration of 68 parts per million (ppm). The motor oil <br /> tank excavation was backfilled and sealed with concrete. A hand boring was later advanced in the near <br /> the east end of the motor oil tank excavation; DRO and BTEX were not detected above the PQL. A Class V <br /> injection well drainfield was noted near the tank locations. The excavation report indicated that based on <br /> the field headspace readings and laboratory analyses,further remedial investigation associated with the <br /> removed tanks was not warranted at the time. <br /> B.5.b. Leak#7205 <br /> The information in the MPCA file was limited. A petroleum tank release was reported on February 23, <br /> 1994 following the discovery of contaminated soil in the area of a former pump island that was removed <br /> in the 1970s. Contamination was encountered in the upper 10 feet of soil. Four groundwater monitoring <br /> wells associated with the investigation of the release were abandoned on September 8, 1995. The MPCA <br /> closed the file on the reported release on September 26, 1995.The file apparently overlapped with the <br /> VIC file (VP4770). <br /> An excavation report dated October 7, 1994 for Leak#7205 was in the VIC VP4770 file. According to the <br /> excavation report, approximately 400 cubic yards of petroleum impacted soils were removed from the <br /> former dispensing island area (located on the Site) located south of the southeast corner of the former <br /> auto dealership building on July 19, 1994.The excavated soil was transported off-site to the adjoining <br /> property to the north across the railroad tracks for land application treatment.The excavation was <br /> completed to an average depth of 15 feet. Groundwater was encountered in the excavation at <br /> approximately 23 feet below ground surface. Soil samples were collected from the excavation sidewalls <br /> and bottom and were analyzed for GRO, BTEX and lead. GRO and BTEX were not detected above PQLs. <br /> Low levels of lead were detected in all five soil samples. <br /> B.5.c. Leak#14065 <br /> The information in the MPCA file was limited to a Public Water Supply Well Assessment dated January <br /> 2002. A well (Unique Well Number 165575)was located at the southwest corner of the former auto <br /> dealership building (the well was located approximately 60 feet west of the Site).The well was sampled <br /> in August 1993 and January 1994. In August 1993, a concentration of 0.6 ug/I of 1,4-dichlorobenzene was <br /> detected. In January 1994, concentrations of 2.1 ug/I of benzene, 0.3 ug/I of xylenes, and 1.0 ug/I of <br /> styrene were detected.The well was listed as inactive and the former auto dealership had been <br /> demolished and replaced with the existing retail strip mall. <br /> BRAUN <br /> INTERTEC <br />
