A. Introduction <br /> A.1. Authorization <br /> Braun Intertec Corporation received authorization from Patrick Brama of the City of Ramsey to conduct a <br /> Phase II Environmental Site Assessment(ESA)of the Former Sunfish Express located at 6401 West <br /> Highway 10 in Ramsey, Minnesota (Site)in accordance with the scope of services described in Braun <br /> Intertec's proposal dated January 27,2017.These services were conducted in association with the <br /> proposed purchase and redevelopment of the Site. It is our understanding that the City of Ramsey plans <br /> to acquire the Site to facilitate future road and infrastructure improvements. <br /> This Phase II ESA was prepared on behalf of and for use by the City of Ramsey in accordance with the <br /> contract between the City of Ramsey and Braun Intertec. No other party has a right to rely on the <br /> contents of this PHASE II ESA without the written authorization of Braun Intertec. <br /> A.2. Project Objective <br /> The objective of the Phase II ESA was to evaluate whether the soil,soil vapor and/or groundwater <br /> beneath the Site has been impacted due to the recognized environmental conditions identified in a <br /> Phase I ESA conducted at the Site by Braun Intertec(Project B1610732)and documented in a report <br /> dated January 10,2017. <br /> B. Site Background <br /> B.1. Site Location and Description <br /> The Site is located at 6401 West Highway 10(see Figure 1).The Site is located within the SE quarter of <br /> the NE quarter of Section 34,Township 32 North, Range 25 West, in the city of Ramsey,Anoka County, <br /> Minnesota. <br /> The Site consists of one parcel,approximately 1.64-acres in size,developed with a vacant gasoline <br /> station/convenience store with an attached carwash.The existing Site building,constructed in 2002-03, <br /> has been vacant for approximately three years.The surrounding area is developed for commercial uses. <br /> According to the recently conducted Phase I ESA,the Site had been used as a farmstead from at least <br /> 1938 through at least 1957.The Site was then occupied by a commercial building from 1965 until 2001. <br /> BRAUN <br /> INTERTEC <br />
