Site 45—Site Executive Summary <br /> March 29, 2017 <br /> Site Information: To the southeast of Site 45 is a large commercial development anchored by Coborn's <br /> Superstore. Directly to the east of the property is Armstrong Boulevard which is an interchange <br /> accessing U.S. Highway 10 which was opened in 2016. U.S. Highway 10 provided access to U.S. Highway <br /> 169. Located to the west of the property is are two existing commercial properties and to the north of <br /> the property is 147th Ave NW. A transit stop for the Northstar Commuter Rail is located just a few blocks <br /> from this site to the south. The Northstar Commuter Rail provided rail access to downtown <br /> Minneapolis.The Site has stubbed access off of 147th Avenue NW and another is available from the <br /> south off of 1461h Avenue NW. <br /> The property is 2.8 acres in size. Based on review of the property, a portion of the existing 2.8 acres may <br /> need to be dedicated to either the City of Ramsey or Anoka County.We estimate that area to be <br /> approximately half of an acre which would leave a little over a two (2) acre parcel remaining for <br /> development. <br /> The property is zoned as Cor 2 Commercial. The Cor 2 Commercial subdistrict is designated to provide a <br /> location for a mix of large and small floor plates accommodating auto-oriented uses. <br /> Building Permit Application and Commercial Site Review: The city's 2016 building permit and <br /> commercial construction requirements have been included for the site. <br /> Community Profile: The community demographics have been included with the report to allow for <br /> the potential development contacts to have a general understanding of the community. <br /> Environmental Review: WSB has performed this Phase I ESA in conformance with the scope and <br /> limitations of ASTM Practice E1527-13 for Anoka County Parcels 29-32-25-14-0009 and 29-32-25-14- <br /> 0010 located in Ramsey, Minnesota. Exceptions to, or deletions from,this practice are described in <br /> Section 2.3 of the report. <br /> This Phase I ESA has revealed one REC,two HRECs, and no CRECs associated with the Property as <br /> described in Section 8.1, Section 8.2, and Section 8.3. Based on the results of this assessment, WSB <br /> conducted a Limited Phase 11 ESA. <br /> The Phase 11 ESA identified that vapor mitigation may be required below future buildings at the Site as <br /> recommended by MPCA vapor mitigation guidance. The Phase 11 ESA also identified that due to <br /> identified DRO and VOC impacts to soil, groundwater, and soil vapor will require special management <br /> during redevelopment activities. GRO, 1,3-butadiene, benzene and dichlorodilfluoromethane in <br /> soil/vapor exceeding MPCA reporting thresholds was identified and as such Phase 11 ESA results should <br /> be reported to the Minnesota State Duty Officer. <br />
