Cities have authority to aid and cooperate in the planning, construction, or <br /> operation of economic development, and housing and redevelopment <br /> projects. The following is a partial list of actions cities may take, with or <br /> without compensation: <br /> • Dedicate, sell, convey, or lease any of its interests in any property or <br /> grant easements, licenses, or any other rights or privileges to an HRA. <br /> • Furnish parks, playgrounds, recreational, community education, water, <br /> sewer, and drainage facilities or other works adjacent to or in <br /> connection with housing and redevelopment projects. <br /> Minn.stat.§469.192. While state legislation <br /> conveys authority for housing and redevelopment in each city, it is up to <br /> the city council to formally establish an HRA before it can do business and <br /> use its powers.
