FROM, THE:

MANAGER'S

OFFI~E
pfg' 421.66.30
~ A.C, §12

C
1
T
Y

oF

A
N

H
I
N
N

S
O
T

ZIP CODE
n5303

August 6~ 1969

Minnesota Municipal Commission
610 Capitol Square Building
St. Paul, Minnesota 55101

Gentlemen:

Please find enclosed a petition for annexation of certain described
properties to the City of Anoka. These properties are presently in
Grow and Ramsey Townships, both of which abut the City of Anoka. The
property is less than 200 acres, being approximately 194 acres; The
property has two owners: the north half belonging to Anoka-Hennepin School
District #11; the south (approximate) 1/2 being the property of Anoka
State Hospital. (Please see attached map for reference.)

Exhibit "A" of the petition contains a census of the property,
indicating that two (2) persons reside on th~ State Hospital portion.
These persons are employees-in-residence of the Anoka State Hospital.
~e census also indicates the existence of six buildings, including the
house with garage occupied by the above two persons.

Attached to the petition is' a letter from School District #11, which
requests that their property be annexed to the City of Anoka. Full utility
service to the site of this new Senior High School (water, sanitary sewer,
drainage, electric power) will be provided by the City of Anoka. The
State-owned property lies between the present hospital compound (which lies
within the city limits), and the proposed school site. Please note however,
that the entire east boundary of the school property abuts the City of Anoka
across 7th Avenue. The school property could be petitioned for annexation
on the basis of this abutting frontage. However, it is not deemed desirable
to have as large a parcel of property as that owned by the State Hospital,
under township jurisdiction while it lies well within the city limits. In
addition, the utility services extended to the school site must cross the
state-owned land. The City of Anoka prefers'that the extension of such
utilities be across only properties within the City Limits.

The Town Board of Grow Township has unofficially consented to the
annexation petitioned herewith. Formal action by the Board will be next
Tuesday, August 12, 1969. Copies of their formal action will be sent to
all parties concerned at that time. Similar endorsement by. the Ramsey
Township Board will be eought as well, and certified copies of such approval
will also be forwarded to all concerned parties.

Your consideration of the enclosed petition is respectfully requested.
Please do not hesitate to contact us for amy additional information required,

SCO/ek
Encl.
Copies to: County of Anoka
?
