The proposed location of the modular structure rneets front, side, and rear yard setbacks. The <br />proposed grading and drainage plan for the temporary structure is acceptable. The applicant may be <br />subject to a drainage permit from MnDot. The applicant will be required to contact MnDot to verify. <br />ii' a drainage permit is required. <br /> <br />The temporary modular structure will-assist in making residents aware that a Village Bani< is located <br />in Ramsey to fulfill their banking needs. The applicant ~S requesting the interim use permit be <br />granted until December 3 t, 2005. This will allow construction of the new facility and conversion <br />from the temporary facility to the permanent facility to be completed. It is staffs opinion that the <br />interim use pe~xnit request is a reasonable request and therefore recommends approval. <br /> <br />The Planning Commission met on Thursday, September 16, 2004 during a special meeting, held a <br />public hearing and reviewed the request. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommended approval contingent upon the applicant working with staff <br />to provide any appropriate potted plantings along the temporary structure and obtaining a drainage <br />permit from MnDot if so required. <br /> <br />Included with this case is a resolution requesting that the City Council waive the 14 day time frame <br />requirement between the Ptam~ing Commission public hearing and City Council review. In order to <br />install the temporary modular structure and related improvements this year, grading needs to <br />commence within the next few weeks. The applicant paid the special meeting fee and the Planning <br />Commission held a special meeting on September 16th, applying the 14 day time frame, the City <br />Council would not be able to review the request until the October 12, 2004 City Council meeting. <br />This time frame limits the ability to complete the project this year due to the fact that the <br />construction season is quickly drawing to an end. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # waiving the 14 day time flame requirement between the <br />Planning Commission public hearing and City Council review of an interim use permit request from <br />Village Bank. <br /> <br />Motion to adopt Findings of Fact relating to a request for an Interim Use Permit to place a tempora~ <br />modular structure that will be utilized for banking related operations until December 31, 2005. <br /> <br />Motion to approve the request for an Interim Use Permit to place a temporary modular structure that <br />will be utilized lox- banking related operations until December 31, 2005 contingent upon, the <br />applicant working with staff' to provide any appropriate potted plantings along the temporary <br />modular strucrure at:cf obtaining a drainage permit from MnDot if required. <br /> <br />-2- <br /> <br /> <br />
