Ass'n of Township Officers held in <br />St. Paul recently, I was instructed to get out a letter of information to all the Town Board <br />members in the State. I will try my best to inform you of the most important issues. <br /> In the first place I want to mention the increase of the Town dues to the State Ass'n. <br /> I have, for a long time, felt that we should have someone to represent the Ass'n as <br />lobbyist, in fact I have advised the Board over a year ago that I would step out any time <br />that they could find a replacement, one who could spend full time at the job and perhaps <br />would be better qualified to do the job than i am. <br /> As you read in the letter sent to you all by our State Ass'n Sec'y, this resolution was <br />adopted by the members unanimously. This sets the dues to the State Ass'n at $15.00 for all <br />Townships with less than $150,000 assessed valuation and $40.00 per year for those over <br />that amount. <br /> It is my hope that you will all remain members, as the next few years will determine <br />the future of the Township in Minnesota. <br /> Some other information: Any employee of the Township receiving less than $900.00 <br />per year need not become a member of the P.E.R.A. <br /> Township Immunity from Public Liability (Tort) has been extended to July 1st, 1974. <br /> The Town meeting may increase the compensation of the Board-50 per cent. Not over <br />$16.00 per diem. .,t <br /> Our State Board has advised me that a Town Board may purcflase property on a Pur- <br />chasing Agreement up t'o $4,000.00. Term of contract to run not over 5 years. There are <br />other problems that could be mentioned but as we are again having area meetings through- <br />out the State I believe we can discuss them at that time. <br /> <br /> Regional Planning and Development Act of 1969 <br /> This Act is much more powerful than even members of the Legislature' knew at the <br />time of its passage in the last hectic days of the session, without'the usual committee hear- <br />ings. I call it an "Octopus" with power over almost everything in the State, and the Town- <br />ships have only one member from the whole District on the Board. Our county has not ap- <br />plied for membership. <br /> Some County Boards which had applied have past resolutions rescinding their action in <br />applying for membership. Urge your County Board not to join, or if they have applied, get <br />out a petition asking them to rescind their action. Some of the Highway Engineers are doing <br />so. This is the most serious Law, as it now is written, that we have had passed. <br /> Under the Act there is almost nothing they can not do: change boundaries of Towns, <br />School Districts, Counties, etc. Truly an Octopus. <br /> <br />Association Representative <br />Renville, Minnesota 562.84 <br /> <br /> <br />
