Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br /> recommendation to establish a Youth Liaison to the Park and Recreation Commission. <br /> Councilmember Kuzma asked if there is a process in place to appoint a youth member. <br /> Parks and Assistant Public Works Superintendent Riverblood stated that there is not a process in <br /> place at this time but noted that they would begin with a press release and perhaps the <br /> application would involve the submission of an essay. <br /> Mayor Strommen stated that she loves this idea and is a great opportunity to engage the youth <br /> and bring in a fresh perspective. She stated that she also liked that this will be a pilot program <br /> and could be an opportunity to add this type of position on other Boards and Commissions. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Johns, to authorize staff to <br /> proceed with the establishment of a Youth Liaison to the Park and Recreation Commission. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, LeTourneau, <br /> Riley, Shryock, and Williams. Voting No: None. <br /> 7.08: Consider Approval of Resolution #17-03-059 Authorizing a MN DNR Grant <br /> Application from the Local Trail Connections Program for a Segment of the Trott <br /> Brook Trail <br /> Mayor Strommen recused herself from the discussion because of her employment position with <br /> the Minnesota Department of Natural Resources. <br /> Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br /> recommendation from the Park and Recreation Commission and staff to submit a grant proposal <br /> for the Local Trail Connection Program, consistent with the narrative in the case and the draft <br /> budget. <br /> Councilmember Johns stated that she is very excited as this would provide some very necessary <br /> connections. She stated that this is a great opportunity and supports applying for the grant funds. <br /> Motion by Councilmember Johns, seconded by Councilmember Shryock, to adopt Resolution <br /> #17-03-059 Supporting a Trail Grant Application for a Trail and Boardwalk Project Completing <br /> the Trott Brook Trail Between Nowthen Boulevard and Variolite Street. <br /> Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Johns, Shryock, <br /> Kuzma, Riley, and Williams. Voting No: None.
