CC Regular Session 4. 7. <br /> Meeting Date: 04/25/2017 <br /> By: Colleen Lasher,Administrative <br /> Services <br /> Information <br /> Title <br /> Adopt Resolution 17-04-099 to Hire a Part-time Community Service Officer <br /> Purpose/Background: <br /> The purpose of this case is to request the City Council to hire a replacement part-time Community Service Officer. <br /> The Community Service Officer position is needed to support the City's basic daily work and the Strategic Plan. <br /> This position particularly touches on strategic imperative four--an effective organization. Specifically, it works to <br /> maintain a highly functional staff by employing adedicated/cost effective person to handle somewhat routine police <br /> and community tasks. <br /> In summary,the position is responsible for handling: animal control duties, some code enforcement activities, <br /> support services to patrol officers, administrative errands,vehicle maintenance and repairs, receiving and <br /> investigating ordinance complaints and documenting findings, as well as assisting with crime prevention issues. <br /> This position has been vacant since November due to the previous CSO accepting a Patrol Officer position with <br /> another City. As a result, an in internal and external recruitment was conducted to fill the part-time Community <br /> Service Officer position. Staff conducted interviews,background investigations and pre-employment testing. As a <br /> result, staff is recommending Mr. Aaron Pipenhagen be hired as the City's new Community Resource Officer. <br /> Observations/Alternatives: <br /> Option 41: Hire a part-time Community Service Officer. Staff recommends this option to help fulfill the routine <br /> public safety and customer service needs and to meet the goals of the strategic plan as it relates to this position. <br /> Option 42 Not hiring a part-time Community Service Officer. Staff does not recommend this option due to likely <br /> repercussions such as a reduced ability to provide effective customer service both internally and externally, as well <br /> as timely routine public safety response. <br /> Funding Source: <br /> The funding required for this positions is well within the 2017 budget at approximately$19,485. This represents a <br /> savings of approximately$12,000 when compared to the original budget which accounted for a full year of <br /> part-time wages for this position. <br /> Recommendation: <br /> To move ahead with hiring Mr. Aaron Pipenhagen as a part-time 25-hour per week Community Service Officer, on <br /> or near May 10, 2017 at$18.83 per hour which is step 1 of the 2017 wage scale. <br /> Action: <br /> To make a motion to adopt resolution 17-04-099 hiring Mr. Aaron Pipenhagen as a part-time 25-hour per week <br /> Community Service Officer, on or near May 10, 2017 at$18.83 per hour which is step 1 of the 2017 wage scale. <br />
