Horton(Project <br /> #17-121) <br /> Purpose/Background: <br /> The City received an application from D.R. Horton (the "Applicant")for Final Plat approval of Station 2nd <br /> Addition,which will result in twenty-five (25)new townhome units on the block bordered by Rhinestone St, 146th <br /> Ave,Peridot St,and Ramsey Parkway East(the "Subject Property"). The City Council approved the Preliminary <br /> Plat in 2016,which was essentially a repeat of plats approved in 2005 and 2008 but were never constructed. The <br /> Final Plat of Station 2nd Addition is consistent with the approved Preliminary Plat from 2016. <br /> Notification: <br /> Notification is not required for Final Plat;however, as part of the Preliminary Plat review in 2016, Staff attempted <br /> to notify all Property Owners within 350 feet of the Subject Property. The Notice of Public Hearing was also <br /> published in the Anoka County Union Herald. <br /> Observations/Alternatives: <br /> The Development Agreement for the Station (again, approved in 2016) outlined the Required Improvements,which <br /> addressed the entire block of the Subject Property. Therefore,there are no proposed streets or utility improvements <br /> associated with this Plat as that work has already been installed with the first addition pending various <br /> miscellaneous items. The Final Plat will complete the build-out of the Subject Property consistent with the <br /> approved Preliminary Plat. <br /> Alternatives <br /> Alternative 1: Adopt Resolution 417-04-095 granting approval of the Final Plat for Station 2nd Addition. The Final <br /> Plat is consistent with the Preliminary Plat. There are no additional streets or utility work needed with this phase as <br /> all public improvements were addressed with the first phase in 2016. Staff supports this alternative. <br /> Alternative 2: Do not approve the Final Plat of Station 2nd Addition. This will complete the build-out of this block <br /> within The COR consistent with past approvals in 2005 and 2008. The Final Plat is consistent with the approval of <br /> the Preliminary Plat in 2016. Staff does not support this alternative. <br /> Funding Source: <br /> All costs associated with processing the Application are the responsibility of the Applicant. At this time,there is no <br /> request for public assistance. <br />
