Access, Mobility and Transportation Choice: Sustain and improve a multimodal transportation <br /> system to support regional growth, maintain regional economic competitiveness and provide <br /> choices and reliability for the system's users. To help meet this policy, local communities are <br /> encouraged to plan and develop local trail connections to regional trails as identified in the 2040 <br /> Regional Parks Policy Plan and to plan for and connect to the Regional Bicycle Transportation <br /> Network as identified in the 2040 Transportation Policy Plan, where appropriate. <br /> 2. Addresses the linkage of local land uses to local parks and open space as well as the Regional <br /> Parks System. <br /> 3. Includes an implementation plan describing public programs, fiscal devices and other specific <br /> actions (sequencing and staging activities) that implement the comprehensive plan and ensure <br /> conformance with regional system plans. <br /> 4. Addresses official controls and includes a capital improvement program (sewers, parks, <br /> transportation, water supply and open space) that accommodates planned growth and <br /> development. <br /> Compatibility <br /> Compatibility with adjacent and affected governmental units is generally achieved if the local plan <br /> adequately documents that it has addressed the concern(s) of all adjacent and affected jurisdictions, <br /> based on comments or concerns from these entities. <br /> As local communities update their comprehensive plans, the Council encourages them to identify <br /> locally important natural areas for protection through acquisition, conservation easements, and <br /> conservation-sensitive development practices. In addition to planning for the recreational needs of its <br /> residents, the Council encourages communities to plan local trail connections to the Regional Parks <br /> System. Together, the region, the regional park implementing agencies, local communities, nonprofit <br /> organizations, and the private sector can preserve natural areas and enhance multimodal access to <br /> regional parks and trails. <br />
