• The project must meet the same requirements of master planning and Council approval as any <br /> other Regional Parks System projects. <br /> • Costs incurred by the regional park implementing agency as the local share of the project are <br /> not reimbursable. <br /> • Where funds are available from private sources or sources other than the regional park <br /> implementing agency to share in project costs, the Council will work directly with the affected <br /> regional park implementing agency. <br /> Finance Policy.- <br /> Provide <br /> olicy.Provide adequate and equitable funding for the Regional Parks System units and <br /> facilities in a manner that provides the greatest possible benefits to the people of <br /> the region. <br /> Finance - Strategy 1: Funds will be granted only to regional park implementing <br /> agencies. <br /> Any funds provided by or through the Council for the Regional Parks System will be granted only to <br /> regional park implementing agencies for projects consistent with Council-approved master plans, <br /> capital improvement programs, or state law. As previously noted in Chapter 2, and defined by Minn. <br /> Stat. 473.351, the regional park implementing agencies are: <br /> Anoka County <br /> City of Bloomington <br /> Carver County <br /> Dakota County <br /> Minneapolis Park and Recreation Board <br /> Ramsey County <br /> City of Saint Paul <br /> Scott County <br /> Three Rivers Park District <br /> Washington County <br /> Finance - Strategy 2: Capital Improvement Program funds are used for acquisition, <br /> development, and redevelopment of Regional Parks System units. <br /> Development in Regional Parks System units should be based on the principle of providing and <br /> maintaining quality public park areas and facilities primarily for residents of the metropolitan area. The <br /> eligibility criteria (not in any priority order) for development and rehabilitation of regional park reserves, <br /> parks, trails, and special recreation features are: <br /> • Projects that provide new facilities, rehabilitate facilities, or increase capacity where there is <br /> documented existing or projected high use, and where there will be no adverse effect on the <br /> natural resource base. <br />
