The JPA defines the respective rights and responsibilities of both parties
related to the conveyance of property and the construction of Riverdale Drive.
Approval of the draft JPA will allow the City to move forward with the Riverdale Drive Extension project in 2017,
including using the $584,280 in Cooperative Agreement funding awarded to the City by the Minnesota Department
of Transportation(MnDOT)through the Metro Municipal Agreement Program. Accepting the awarded funds for
the Riverdale Drive Extension project obligated the City to letting the project by June 30, 2017. If this does not
happen,funding may be withdrawn. Approving the JPA now will allow the City to let the project by June 30, 2017.
The City Attorney reviewed and approved the attached draft JPA.
Notification:
No notifications were required for this case.
Observations/Alternatives:
Observations:
The most pertinent conditions of the JPA include;
.The City must reimburse Anoka County in the amount of$200,000 for the required 5.31 acres of roadway
right-of-way. This is based on an appraisal completed by the City,which Anoka County accepted. Upon
payment,Anoka County shall convey the property by Quit Claim Deed to the City.
.The City will pay all costs for designing,bidding, and constructing the Riverdale Drive extension, except for
any water services stubbed to the Park property which Anoka County will pay for.
