� a <br /> Our Missiow To work together to resposihty grow ouf communiiry, and to prowlde quality,cost-effective.and eificlent gowemment servIem. <br /> CC Regular Session 7. 5. <br /> Meeting Date: 04/25/2017 <br /> By: Bruce Westby, Engineering/Public <br /> Works <br /> Information <br /> Title: <br /> Adopt Resolution 417-04-097 Approving Joint Powers Agreement with Anoka County for Conveying Park <br /> Property and Constructing Riverdale Drive Extension <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case it to adopt Resolution 417-04-097 approving a Joint Powers Agreement between Anoka <br /> County and the City of Ramsey as requested by Anoka County so Anoka County Park property can be conveyed to <br /> the City for construction of the Riverdale Drive extension between Traprock Street and Ramsey Boulevard as part <br /> of City Improvement Project#16-20. <br /> Background: <br /> Anoka County requests City of Ramsey approval of the attached draft Joint Powers Agreement(JPA)that defines <br /> the terms of agreement between Anoka County and the City of Ramsey for conveying 5.31 acres of Anoka <br /> County's Mississippi West Regional Park property for construction of the Riverdale Drive Extension between <br /> Traprock Street and Ramsey Boulevard. The JPA defines the respective rights and responsibilities of both parties <br /> related to the conveyance of property and the construction of Riverdale Drive. <br /> Approval of the draft JPA will allow the City to move forward with the Riverdale Drive Extension project in 2017, <br /> including using the $584,280 in Cooperative Agreement funding awarded to the City by the Minnesota Department <br /> of Transportation(MnDOT)through the Metro Municipal Agreement Program. Accepting the awarded funds for <br /> the Riverdale Drive Extension project obligated the City to letting the project by June 30, 2017. If this does not <br /> happen,funding may be withdrawn. Approving the JPA now will allow the City to let the project by June 30, 2017. <br /> The City Attorney reviewed and approved the attached draft JPA. <br /> Notification: <br /> No notifications were required for this case. <br /> Observations/Alternatives: <br /> Observations: <br /> The most pertinent conditions of the JPA include; <br /> .The City must reimburse Anoka County in the amount of$200,000 for the required 5.31 acres of roadway <br /> right-of-way. This is based on an appraisal completed by the City,which Anoka County accepted. Upon <br /> payment,Anoka County shall convey the property by Quit Claim Deed to the City. <br /> .The City will pay all costs for designing,bidding, and constructing the Riverdale Drive extension, except for <br /> any water services stubbed to the Park property which Anoka County will pay for. <br />
