management in the Town Center. The other thing as it relates to the parking, he believes the City <br />addressed the overlap of parking by establishing a maximum parking ratio. By establishing the <br />threshold Ramsey has already blended that overlap of collaborative and cooperative parking. In <br />this instance they are at 4 stalls per 1,000 square feet. The grocer would like a 5 or 6 per 1,000 <br />ratio. <br /> <br />Board Member Van Scoy questioned if the ponding is included in the non-floor area. <br /> <br />Assistant Community Development Director Trudgeon responded in the affirmative. <br /> <br />Board Member Van Scoy asked if it would count against the floor area if a pond is put in for <br />storm water management in terms of the floor area ratio. <br /> <br />Assistant Community Development Director Trudgeon responded in the affirmative. <br /> <br />Chairperson Nixt suggested the pond be excluded from the numerator and denominator, and <br />rather than gross they could go to a modified net. If the pond were to be carved out as an outlot, <br />which has been done from time to time, it would be excluded. <br /> <br />Assistant Community Development Director Trudgeon indicated as they progress in how to <br />address this through the zoning code perhaps that should be factored in regards to how they <br />calculate the F.A.R. They will not have this problem with every case but it may help in a few <br />instances. <br /> <br />Board Member Brauer commented the idea is to make it attractive and they are putting <br />something in that will do that, instead of another box or parking places. The City should <br />recognize that and give the developer a little bit of a break on this. <br /> <br />Mr. Voss asked if the outlot for the Sunwood Drive entry area was included. <br /> <br />Assistant Community Development Director Trudgeon responded in the negative and explained <br />it was calculated out, as well as the second lot with the 5k building. <br /> <br />Board Member Van Scoy indicated the other question has to do with the way they define the <br />zoning. They are very close with this plan to what they would recommend for parking for the <br />uses that are there and the size of the store. He questioned if that is the case, how they would <br />even get close to the .5 ratio. <br /> <br />Assistant Community Development Director Trudgeon replied the ratio may be unrealistic as <br />they test it out. They placed the maximum parking ratios to limit parking and encourage shared <br />parking. Given the need in this particular district with the type of uses there are and the type of <br />retail, it may be totally unrealistic to have the .5 ratio.
