flexibility. What they tried to do with thc whole Town Center is to create a big planned unit
development with specific codes that were different and have different planning and design
values, tte explained the multiple buildings are not that uncommon on some of these larger
developments where there is no way the road frontage requirements can be met. He is not quite
sure how those are produced, whether they use PUD's or a lot of variances.

Mr. Voss indicated it is common in retail to have multiple buildings on a single parcel. In an
office or industrial area it is more common to have single owners on a single lot. Also, he
believes the City has advantage in granting this variance in that they control the ability of the
developer to sell off a building in the development. For anyone to sell one of those buildings
they would have to come through the City to replat, which gives the City a sense of ownership.

Motion by Chairperson Nixt, seconded by Board Member Jeffrey, to adopt Resolution #04-08-
203 adopting Findings of Fact #0691 relating to a request from Ramdance LLC for a variance to
allow for more than one principal building on Lot 1, Block 1, Ramsey Town Center 3rd Addition
located in the TC-2 Commercial Zoning District.

Motion carried.
