The location of this in the overall development and its relation to Sunwood Drive and Armstrong Boulevard impact this and it is not likely that there will be pedestrian traffic from the street, but they are willing to discuss this. Chairperson Nixt asked if there are elevated walkways in the lot. Assistant Community Development Director Trudgeon replied there will be walkways around the building. Mr. Voss reviewed the areas with walkways. He explained they have tied this into the final design of the park and trail system, which is in final negotiation with the City now. They are trying to integrate all of that. They will also be aligning the entrance with the future north entrance. Their preference is to retain this entrance in its position and commit to aligning the northerly entrance when that plat comes before the Commission for consideration. They will also try to tie the pedestrian crossings in. Commissioner Brauer asked if the issue regarding the number of trees has been worked out. Mr. Voss replied Shingobee has accepted as a condition of approval both from this body and the City Council that they will resolve this with staff. Chairperson Nixt clarified the current plan is deficient by 39 trees, but staff will be working with the applicant on a staged phasing plan for that. Assistant Community Development Director Trudgeon responded in the affirmative. Mr. Voss thm~ked the Commission for allowing Shingobee to bring this to Council in advance of Planning Commission approval. Motion by Chairperson Nixt, seconded by Commissioner Brauer, to recommend City Council approve the preliminary site plan for the gateway retail building in the proposed plat of Ramsey Town Center 3~d Addition contingent upon the following: a) compliance with City Staff Review Letter dated July 22, 2004, except that there may be adjustments to the placement of the additional 39 trees required in the Landscape Plan, as well as a phasing of plant installation; b) approval of the easterly right-in/right-out access onto Sunwood Drive N.W.; c) elimination of the public access proposed at the corner of Zeolite and Civic Center' Drive. Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey, Van Scoy and Watson. Voting No: None. Absent: Commissioners Johnson and Shepherd.
