PC# 2.

AUTHORIZATION TO RECRUIT FOR A HUMAN RESOURCES TECHNICIAN

By: Givonna Reed, Human Resources Manager

Background

The Administration Department has expressed a need to hire a full-time regular Human
Resources Technician. The need for this position is based on the increased workload in
thc Human Resources Division. Specifically, there has been a dramatic increase in the
number of recruitments the City has planned over the next several years and completion
of these recruitments will require the assistance of a Human Resources Technician. In
addition, as our staff grows, employee needs increase in terms of benefits administration,
training and labor relations will continue to increase. Essentially, the human resources
technician will serve as support staff for the Human Resources Manager.

Staff is requesting attthorization to begin recruitment for this position immediately in
order to have the position on board by the beginning of December 2004. The impetus for
bringing the position on staff early is to create a transitional period that will prepare the
Human Resources Technician to oversee human resources functions while the Human
Resources Manager is on leave. It is anticipated that the Human Resources Manager's
leave will begin in early January 2005.

The Human Resources Technician will be funded by the general fund for the remainder
of the 2004 budget year.

Staff Recommendation

Staff recommends that the City Council grant authorization to begin the recruitment
process for a Human Resources Technician.

Committee Action

Motion to recommend that the City Council grant authorization to begin the recruitment
process for a Human Resources Technician.

Reviewed by:
City Administrator

PC: 09-28-04

G:',Administration\HumanResources\RecruitmentgAdmin\HR Tech\auth to recruit hr tech.doc
