Chairperson Nixt indicated while he is in favor of this expansion generally, he wants to be sure <br />the property comes into compliance with all applicable codes at the time of an expansion and that <br />it is evaluated whether the property 'is still consistent with the character of the surrounding area. <br />He questioned if the property would have all the improvements required for. any commercial <br />developmertt. He questioned how they will be certain that-process is carried forward. <br /> <br />Assistant Community Development Director Trudgeon replied the property would certainly not <br />be in compliance today compared to what is required for commercial property. Whether the <br />property is compatible with the character of the surrounding area is a question. He noted the <br />WMO issues a permit fbr the full expansion and there will be some checks and balances with <br />that as well. <br /> <br />Chairperson Nixt stated he is not sure he is comfortable with this process. <br /> <br />Chairpersou Nixt closed the regular portion of the Planning Commission meeting at 8:20 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:20 p.m. <br /> <br />Citizen Input <br /> <br />John Rowe, 17059 Nowthen Blvd NW, stated he is present for questions. <br /> <br />Chairperson Nixt indicated at this point the concept is to grant a conditional use permit to allow <br />Mr. Rowe to expand the maximum development potential that would be permitted on this <br />property. He asked if Mr. Rowe has any immediate plans for expansion at this time. <br /> <br />Mr. Rowe replied he is looking at adding approximately 30,000 square feet in 2004, which <br />would be a 180 foot by 168 foot structure. He reviewed his six to seven year plan and explained <br />at some point he would like to tear down some of the older structures and put up new structures. <br /> <br />Assistant Community Development Director Trudgeon noted some of this expansion would <br />require site plan review. He asked if some of the planned expansion would be of the warehouse <br />and loading clocks. <br /> <br />Mr. Rowe replied very little would be. He commented there have been debates as to whether <br />these are temporary agricultural structures, and they are trying to work with the City on all of <br />this. <br /> <br />Chairperson Nixt asked if Mr. Rowe wants to be able to complete the 2004 phase by the fall. <br /> <br />Mr. Row replied he would like to get the structure up by approximately January 1st for crops to <br />grow over the winter. <br /> <br />Planning Commission/August 5, 2004 <br /> Page 10 of 40 <br /> <br /> <br />
