REJECT QUOTES FOR ARMSTRONG BOULEVARD WATERMAIN <br />(IMPROVEMENT PROJECT 04-35) <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Improvement Project 03-29 was authorized for construction of utilities and MSA Streets <br />through Ramsey Town Center. The city requires all developers to extend trunk sanitary sewer <br />and water to the edge of their plat. The south west comer of Ramsey Town Center is the <br />northeast corner of Highway 10 and Armstrong Boulevard. The water and sewer were jacked <br />under the railroad tracks and Highway 10 so that future connections could me made outside the <br />Ramsey Town Center plat. <br /> <br />Norfolk Properties is developing the lot on the southeast comer of Armstrong Boulevard and <br />Riverdale Drive. The were required to connect to city water as a condition of the approval of <br />their site plan. Staffrequested preparation of plans showing how this connection could be made. <br />The watermain will be placed in the east right of way of Armstrong Boulevard. The location of <br />the watermain will allow for extension of Sanitary Sewer along Armstrong Boulevard in the <br />future, without requiring relocation. The Engineer's estimate for this work was $33,684.50 which <br />was under the $50,000 threshold for competitive bidding. Quotes for this work were solicited <br />from contractors. The quotes were received on September 24, 2004 and reviewed. The lowest <br />quote came in at $56,342.50, 67% over the engineer's estimate. <br /> <br />The request for quotes included a short completion deadline which may have influenced the <br />prices. The quotes should be rejected and new quotes solicited. The new quotes should increase <br />the time allowed for completion of the work and the plans should be revised to reduce the <br />amount of work required near the paved surface of Armstrong Boulevard. <br /> <br />Recommendation: <br /> <br />Staff recommends rejection of all the quotes received on September 23, 2004 and authorization <br />to solicit new quotes based on the changes mentioned above. <br /> <br />Action: <br /> <br />Motion to reject all quotes. <br /> <br />Reviewed By: <br /> <br />Public Works Director <br />Assistant Public Works Director <br /> <br />CC: 09/28/04 <br /> <br /> <br />
