setbacks. However, the existing detached garage is located in the front yard, nearer the front <br />property line than the home. Therefore, the applicant also applied for a variance for the location <br />of the addition. The Board of Adjustment approved the variance request at their September 2, <br />2004 meeting. <br /> <br />Assistant Community Development Director Trudgeon indicated the City has received a <br />complaint regarding off-street parking and condition of premises matters on the subject property <br />and is currently working with the applicant to bring the property into compliance with these <br />ordinances. The Planning Commission noted this and determined that this request and the code <br />enforcement case are two separate matters and that the overage requested is not unusually large. <br />Therefore, the Planning Commission recommended that the Council approve the request for a <br />Conditional Use Permit and staff will continue to work on resolving the ordinance violations. <br /> <br />Mayor Gamcc noted for the record, the City received three letters from citizens of the <br />surrounding area. <br /> <br />Michael Mettler, applicant, stated he is trying to get organized and get on with his life, and keep <br />working. <br /> <br />Councilmembcr Kurak asked how the applicant addresses the concern of neighbors that the <br />addition may not be completed in a timely fashion. <br /> <br />Mr. Mcttler replied the problem was that the siding on the existing garage is extremely faded. He <br />informed City staff that he wanted to change the color of the garage from a light gray to a slate <br />gray, and asked what h.e could do because he does not have enough money to do the existing <br />garage and thc addition right now. He was told he would have one year after the completion of <br />the addition to have both sides matching. That is not a problem; he does not have the money this <br />fall, but next spring lie will. He wants to redo the whole house, which will all go back to natm'al <br />wood. <br /> <br />Councihncmbcr Kurak explained there is concern from neighbors that the addition might not be <br />complctcd. She inquired what the addition would look like. <br /> <br />Mr. Mcttlcr replied the dimension of the existing garage is 22 feet by 30 feet, and is not deep <br />enough to accommodate full vehicles. He wants to add on to the east side of the existing <br />building with dimensions of 40 feet by 24 feet, so he can have storage on both sides and still park <br />his work vans inside. His neighbor wanted him to bring the existing garage and the addition on <br />the same roofline, and he informed him if that was feasible without a great cost to him, that <br />would be fine. But it is quite a bit of cost, because the whole roof would have to be removed. <br /> <br />Couneilmcmber Cook requested clarification that the addition will be sided, but it may take one <br />year for the siding to match, not that the applicant will not be siding the garage this year. <br /> <br />Mr. Mcttler replied that is correct. He did not have enough money to purchase the new siding <br />and also replace the old siding.
