<br />contractors coming in with their trailers will have a problem if it is moved to this location. This <br />is something that should be moved off of the consent agenda and debated so people can see the <br />pros and cons. He stated there was an article about the billion dollar urban village that stated <br />Jolm F eges said he and his partner do not need City money. There is now something like 16 <br />million dollars in infrastructure, I I million dollars for ramps, and 15.8 million dollars for a <br />parking garage. This is a staggellng amount for bonding and he does not know that it has been <br />debated. <br /> <br />Mayor Gamec stated there was a public input meeting to discuss the City Hall, which included <br />looking at the concepts and financing. This infonnation was all brought up to the people and <br />there was a notice in the Ramsey Resident. The City has never tried to go around this. They <br />have been open with the people. The Ramsey Resident goes to every resident in the City, and <br />there was also an article in the newspaper. Everything was properly done, and the Council made <br />a recommendation that this had to be open to the public. If Mr. Zaetsch does not receive the <br />Ramsey Resident he should let them know and they will get his infonnation to him. <br /> <br />Councilmember Strommen indicated at the July 1'h Council meeting, case #4 was a report from <br />the Finance Committee regarding a proposal from BKV to continue design work. That was a <br />regular case and they did debate the issue. This case on the consent agenda is just a transfer of <br />those funds. <br /> <br />Finance Officer Lund noted this issue was presented for discussion as Councilmember StrOlmnen <br />has stated. She explained any time funds are transferred a resolution must be acted on. There <br />was not a resolution attached to the case when it was discussed, and this case on the consent <br />agenda is part of the July 27111 action. <br /> <br />Councilmember Cook stated this is all part of the Town Center planning, in which the City <br />signed a development agreement that said the City would take possession of property there and <br />put a City Hall there within five years of the time they signed that agreement. That also went <br />through public hearings. <br /> <br />Mayor Gamec stated the Councif has handled everything in order and has made this open to the <br />public. He resents the statement that they are not open to the public; he has never seen a City as <br />open as this Council in informing the public. He feels they did an excellent job of informing the <br />people. He thanked Mr. Zaetsch for his comments. <br /> <br />Mr. Zaetsch stated the Council has imposed a surcharge, which is like saying these are hard <br />times, and the money is not there. <br /> <br />Mayor Gamec stated he does not want to get into a political speech tonight; this is a Council <br />meeting. <br /> <br />City Council!
