Council member Kurak:
Councilmember Pearson:
Councilmember Strommen:
Councilmember Zimmennan:

aye
absent
aye
aye

Motion canied.

Case #15:

Consider Demolition of Buildings at 14280 Sunfish Lake Blvd. NW

City Attorney Goodrich advised that in 2001, the City acquired land from Waste Management of
Minnesota adjacent to the landfill site. A major portion of that land was platted into Sunfish
Lakc Business Park First and Second Additions. 14280 Sunfish Lake Boulevard was separated
from all the other parcels due to a large wetland.. Thus, the parcel was left out of the plat and left
as is. Currently, a vacant building sits on the site in very poor condition. Its location adjacent to
Ramsey's largest employer (Life Fitness) does not help provide a positive image for this
business. The property is located outside of any TIF districts so it would be necessary to find a
different method of funding the demolition. The EDA has not funded demolition in the past and
it would be setting a precedent for possible future projects. The EDA, at its August 9, 2004
meeting, passed a motion that recommended that Council authorize the demolition of the
building utilizing funds from the EDA. Staff has obtained a couple of quotes and is asking to go
out for quotes and award the contract to the lowest quote to raze the building at a cost not to
exceed $11,500.

Councilmember Zimmennan asked if this is City property.

City Attorney Goodrich responded in the affinnative.

Motion by Councilmember Cook, second by Councilmember Elvig, to direct staff to get quote
and award contract to lowest quote to raze the buildings at 14280 Sunfish Lake Boulevard, and to
authorize expenditure from EDA budget for the demolition of buildings at 14280 Sunfish Lake
Boulevard.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Strommen,
ancl Zimmcnnan. Voting No: None. Absent: Councilmember Pearson.

Case #16:

2004 CDBG Funds and Acquisition of 14040 Azurite St N\V

City Attomey Goodrich advised the City is seeking to use CDBG funding for the purchase of the
property at ] 4040 Azurite Street NW in an amount up to $150,000. The EDA recommended the
Council re-allocate its CDBG funding to this property. The CDBG funds would not be enough
to purchase the parcel, but will supplement TIF D.istrict No. 2 Funds. Staff is seeking a
recommendation from the Council to shift the 2004 CDBG funds to be utilized within
redevelopment TIP District No.2, specifically to the Hanson property.

City Council/August 24,2004

P65
