<br />introduced the following resolution and moved for its adoption: <br /> <br />Council Member <br /> <br />RES 0 L UTI 0 N #04-10- }L"{.,"{ <br /> <br />A F~ESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST TO ALLOW FOR THE OPERATION OF A CHURCH IN THE E-l <br />I~NIPLOYMENT DISTIUCT <br /> <br />WHEREAS, the S1. Katharine Drexel Catholic Community, hereinafter referred to as <br />"Applicant", has properly applied to the City of Ramsey (the "City") for an interim use permit to <br />operate a Church in the E-l Employment District on the property located at 6930 McKinley St: <br />legally described as follows: <br /> <br />Lot 1, Block 2, Business Park 95 4th Addition, Anoka County, Minnesota. <br /> <br />(the "SLlbject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />Ri\MSEY, ANOKA.. COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />l. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 of the Ramsey City Code on October 7, 2004, and that the public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br /> <br />2. That the Subject Property is zoned E-l Employment; the adjacent parcels to the north and <br />east are zoned E-l Employment, the property to west is E-2 Employment and the property is <br />bounded on the south by the Burlington Northern Santa Fe Railroad and property zoned H-l <br />Highway 10 Business District. <br /> <br />3. That the E-l Employment District does not allow for churches as a permitted use. <br /> <br />.:J.. That the Applicant is proposing to utilize 13,440 square feet of the building located at 6930 <br />McKinley S1. for the purpose of a temporary Church facility. <br /> <br />5. That the Applicant is requesting that the Interim Use Permit be granted for at least three <br />years. <br /> <br />6. That Section 9.03.04A of City Code allows for an Interim Use Permit to be granted for a <br />maximum of five years. <br /> <br />7. That the proposed use will/will notadversely impact traffic in the area. <br /> <br />8. That the proposed use will/will not be dangerous or detrimental to persons residing or <br />working in the vicinity of the use or to the public welfare. <br /> <br />9. That the proposed use will/will not substantially or adversely impair the use, enjoyment or <br />market val ue of surrounding properties. <br /> <br />11). That the proposed use will/will not be operated and maintained so as to be harmonious and <br />approprlate in appear::mce with the existing or intended character of the general vicinity and <br />such LlSe willlwill not change the essential character of the area. <br /> <br />45 <br />
