The Planning and Zoning Commission proceeded to review the terms of the CUP, <br /> <br />Ms. Gustafson advised that the accessory apartment is a two bedroom unit, and she didn't feel she <br />should be limited to a two-person occupancy, She also felt that the permit should not relate only to <br />her ownership, and that in the future she should be able to market the house with a mother-in-law <br />apartment, as it was to her. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Terry to amend #5 to read <br />"That the accessory apartment shall be restricted to a two bedroom unit and is approved. for <br />occupancy by a maximum of four persons. II <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Terry, Deemer, <br />Hendriksen, LaDue, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to amend #2 to read <br />"That said Pennit shall remain in effect so long as the conditions imposed herein are complied with <br />and the property owner maintains residence in one of the two units on the Subject Property," <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, <br />Hendriksen, LaDue, Terry, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve Cathy Gustafson's request for a conditional use permit for an accessory apartment <br />at 15823 Nowthen Boulevard N,W" and declare tenus of same, as amended, <br /> <br />. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDue, and Thorud, Voting No: None. <br /> <br />Chairperson Bawden recessed the meeting at 8:55 p,m. <br /> <br />Chairperson Bawden called the regular Planning and Zoning Commission meeting back to order at <br />9:05 p,m. <br /> <br />Case #5: <br /> <br />Request for a Conditional Use Permit for a Home Occupation; Case <br />of Robert Bowman <br /> <br />Zoning Administrator Frolik stated that Robert and Susan Bowman of 14450 Bowers Drive N,W. <br />have applied for a conditional use permit for a home occupation. The Bowmans repair electronic <br />automobile equipment for resale. She advised that City regulations for home occupations limit the <br />area devoted to business to 20% of the totalf1oor area of the home, and the Bowmans' business <br />exceeds the established limit and occupied more than one room. <br /> <br />Robert Bowman stated that he can bring the business into compliance as far as area and number of <br />rooms consumed. <br /> <br />Chairperson Bawden inquired how long the Bowmans have been in business, and Mr. Bowman <br />replied 3 1/2 to 4 years. <br /> <br />Commissioner Holland stated it is typical of a small business growing into a medium-size business <br />to need to start looking for a more suitable place. <br /> <br />Nlr. Bowman agreed but stated he did not want to be put out of business until he relocated. He <br />stated that he did $80,000 worth of business in January, which if continued would project to over <br />$1,000,000 this year.
