CASE # <br /> <br /> PUBLIC HEARIiYG <br />REQUEST FOR A VARIANCE TO SUBDIVISION DESIGN STANDARDS RELATING <br />TO STREET FRONTAGE OR LOT WIDTH IN THE R-1 RESIDENTIAL RURAL <br />DEVELOPING DISTRICT; CASE OF JOHN' ROWE <br /> By: Sylvia Frolik, Community. Development Director <br /> <br />Background: <br /> <br />The City has received an application fbr a variance from Section 9.50.30 (Subdivision Design <br />Standards - Lots) of the Ramsey City Code. Section 9.50.30 states that all tots shall have at least <br />the minimum required frontage on a publicly dedicated street. Section 9.20.11 establishes a <br />minimum lot width or street frontage of 200 feet in the R-1 Rural DevelQping District. The <br />property at 6530 Green Valley Road contains a homestead and the Green Valley Greenhouse <br />operations. The applicant is proposing to subdivide the property so that the home and <br />greenhouse will be on separate lots. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan of proposed subdivision <br />c) Proposed resolution to adopt findings of fact <br />d) Proposed resolution to approve the variance request <br />e) Proposed resolution to deny the variance request <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff sent out notices to all property owners within 350 feet. <br /> <br />Observations: <br /> <br />The subject property is located in the R-I Rural Developing District and is approximately 40 <br />acres in. size. Mr. John Rowe currently owns the greenhouse and the home on the property. Mr. <br />Rowe does not reside in the home and is proposing to sell it to his nephew, who is also an <br />employee of the greenhouse. The lot split is necessary in order to sell the home independent of <br />thc greenhouse operation. <br /> <br />The minimmn tot size in the R-1 .Rural Developing District is 2.5 acres and the minimum lot <br />widttt or street [¥ontage is 200 feet. Lot 1, Block 1, the existing homestead, is proposed to have <br />100 ~het ol! frontage on Green Valley Road. The purpose of the variance is that the owner wishes <br />to provide the minimum amount of land necessary [br the homestead (2.5 acres). Because the <br />home is situated so far south oa the property (approximately 375 feet), a lot 200 feet wide from <br />the street to the home would exceed 2.5 acres. <br /> <br />The reduction in lot width does not impact access as the home and greep~house will continue to <br />share an ex/sting access onto Green Valley Road. <br /> <br />15 <br /> <br /> <br />
