Councilmember Riley introduced the following resolution and moved for its adoption: <br /> RESOLUTION #17-04-097 <br /> RESOLUTION APPROVING JOINT POWERS AGREEMENT WITH ANOKA <br /> COUNTY FOR CONVEYING PARK PROPERTY AND CONSTRUCTING <br /> RIVERDALE DRIVE EXTENSION <br /> WHEREAS, the City of Ramsey desires to extend Riverdale Drive from Traprock Street <br /> to Ramsey Boulevard to complete the south frontage road to U.S. Highway 10 between Armstrong <br /> Boulevard and Ramsey Boulevard; and <br /> WHEREAS, the City of Ramsey's Capital Improvement Program identifies this project <br /> for construction in calendar year 2017; and <br /> WHEREAS, this improvement project is identified as an immediate priority in the <br /> Highway 10 Access Planning Study completed in 2014 as a partnership between the Minnesota <br /> Department of Transportation (MnDOT) and the Anoka County Highway Department; and <br /> WHEREAS, constructing the extension of Riverdale Drive will impact approximately <br /> 5.31 acres of the Mississippi West Regional Park which is owned by Anoka County; and <br /> WHEREAS, Anoka County is requesting the City of Ramsey to approve a Joint Powers <br /> Agreement that defines the respective rights and responsibilities of both parties related to the <br /> conveyance of property and the construction of Riverdale Drive; and <br /> WHEREAS, the City of Ramsey and Anoka County desire to work cooperatively to <br /> construct the proposed improvements. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> 1) That the City of Ramsey agrees to reimburse Anoka County in the amount of$200,000 for <br /> the required 5.31 acres of right-of-way needed to extend Riverdale Drive through the <br /> Mississippi West Regional Park. <br /> 2) That the City of Ramsey agrees to pay for all costs required to design, bid, and construct <br /> the extension of Riverdale Drive, except for all costs required to construct the water service <br /> stubs to serve Mississippi West Regional Park, which Anoka County agrees to pay for. <br /> 3) That the Joint Powers Agreement for conveying Park property and constructing the <br /> extension of Riverdale Drive is hereby approved with the conditions noted above. <br />
