City Administrator Ulrich said Anoka County was uncomfortable with <br />the commitment to the pedestrian bridge but that the project will still be pursued. Acting Mayor <br />LeTourneau said he respects Anoka County's position with this larger scale discussion and <br />projects. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Kuzma, Shryock, <br />and Johns. Voting No: Councilmembers Riley and Williams. Absent: Mayor Strommen. <br />7.05: Consider Adoption of Resolution #17-04-097 Approving Joint Powers Agreement <br />with Anoka County for Conveying Park Property and Constructing Riverdale Drive <br />Extension <br />City Engineer Westby reviewed the staff report and recommendation to approve the Joint Powers <br />Agreement with Anoka County for conveying park property and constructing Riverdale Drive <br />Extension. It was noted the City must reimburse Anoka County $200,000 for the required 5.31 <br />acres of road right-of-way, which will be paid from MSA funds. Staff does not support denial of <br />this JPA as it could negatively impact the project letting date, which could result in the City <br />losing the $584,280 awarded MMA funds. <br />City Engineer Westby stated this agreement needs to be let by June 30 or an extension will be <br />needed, adding if approved this evening the Resolution will be brought to the Anoka County <br />Board for approval for project letting. He said the City Attorney has approved the proposed <br />Resolution and outlined conditions for Anoka County reimbursement for the 5.31 acres with the <br />City paying all costs for design except for the two water stubs which will be reimbursed. He <br />referred to a small easement on the east end of the site for a billboard which would be retained. <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to adopt Resolution #17- <br />04-097 Approving Joint Powers Agreement with Anoka County for Conveying Park Property <br />and Constructing Riverdale Drive Extension. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Riley, Johns, <br />Kuzma, Shryock, and Williams. Voting No: None. Absent: Mayor Strommen. <br />7.06: Consider MOU: Arterial Infrastructure to Serve Ramsey's Future Business Park <br />and Capstone Homes Development <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation of the EDA and staff to support the Memorandum of Understanding (MOU), <br />including use of EDA funding, to construct arterial infrastructure improvements on Bunker Lake <br />Boulevard and Puma Street, adjacent to the City' s new business park. He reviewed Alternative <br />A on how infrastructure will be paid for and arterial infrastructure, Pearson Properties and <br />Hegman Holdings, outlined Phase 1A And Phase 1B, 300 single family project, outlined benefits <br />and considerations of Alternative A, funding options. <br />Councilmember Kuzma commented on the City' s portion coming from City sewer funds. <br />City Council / April 25, 2017 <br />Page 7 of 12 <br />
