<br />Councilmember Shryock introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #17-05-105 <br /> <br />RESOLUTION ORDERING PLANS AND SPECIFICATIONS FOR IMPROVEMENT <br />PROJECT #17-08, FLASHING YELLOW ARROW IMPROVEMENTS AT SUNWOOD <br />DRIVE AND ARMSTRONG BOULEVARD <br /> <br /> WHEREAS, <br />Flashing Yellow Arrow (FYA) improvements have been implemented at <br />numerous Anoka County owned signal systems, including three signal systems within the City of <br />Ramsey in 2017; and <br /> <br /> WHEREAS, <br />Anoka County is preparing to implement FYA improvements for the signal <br />system at Armstrong Boulevard/CSAH 83 and Bunker Lake Boulevard/CSAH 116 in late 2017 <br />and/or early 2018; and <br /> <br /> WHEREAS, <br />in response to numerous requests from the public, the City of Ramsey <br />recently contracted with Short Elliott Hendrickson (SEH), Inc. to study the signal system at <br />th <br />Armstrong Boulevard/CSAH 83 and Sunwood Drive/147 Avenue NW as to the feasibility of <br />incorporating FYA operations to this signal system; and <br /> <br /> WHEREAS, <br />SEH’s Study concluded that FYA modifications are feasible for the signal <br />th <br />system at Armstrong Boulevard/CSAH 83 and Sunwood Drive/147 Avenue NW, and that FYA <br />modifications would not negatively impact driver safety or the overall operations of the signal <br />system; and <br /> <br /> WHEREAS, <br />SEH, Inc. submitted a proposal to the City of Ramsey to prepare plans and <br />specifications for the proposed FYA modifications at a not-to-exceed cost of $6,500; and <br /> <br /> WHEREAS, <br />ordering plans and specifications at this time will allow the proposed FYA <br />th <br />improvements at Armstrong Boulevard/CSAH 83 and Sunwood Drive/147 Avenue NW to be <br />constructed and activated in unison with Anoka County’s proposed FYA improvements at <br />Armstrong Boulevard/CSAH 83 and Bunker Lake Boulevard/CSAH 116 in 2017/2018; and <br /> <br /> WHEREAS, <br />the public would benefit by concurrently activating FYA improvements at <br />th <br />the intersections of Armstrong Boulevard/CSAH 83 & Sunwood Drive/147 Avenue NW and <br />Armstrong Boulevard/CSAH 83 & Bunker Lake Boulevard/CSAH 116. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The City Administrator shall execute a contract with SEH, Inc. to prepare plans and <br />specifications for construction of the proposed Flashing Yellow Arrow improvements outlined <br />within the SEH Study dated March 21, 2017, at a cost not-to-exceed $6,500, and to present <br />said plans and specifications to the City Council for further consideration in an expedient <br />manner. <br /> <br />
