7.02: Consider Adoption of Resolution #17-04-079 Granting Preliminary Plat Approval of <br /> Homestead Road Subdivision Located at 7131 166th Avenue NW (Project #16-32); <br /> Case of CTW Group, Inc. <br /> Community Development Director Gladhill reviewed the staff report and recommendation of the <br /> Planning Commission and staff to approve the preliminary plat for Homestead Road Addition <br /> contingent upon compliance with the staff review letter. It was noted this is a challenging site to <br /> work with based on the amount of wetland and floodplain and the proposed subdivision seems a <br /> reasonable use of the property. He noted the developer has shifted Lot 3 in order to maintain the <br /> views. <br /> Councilmember Kuzma thanked the Planning Commission for their hard work on this plat. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Williams, to adopt Resolution <br /> #17-04-079 Granting Preliminary Plat Approval of Homestead Road Addition. <br /> Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Kuzma, Williams, <br /> Johns, Riley, and Shryock. Voting No: None. Absent: Mayor Strommen. <br /> 7.03: Consider Approval of the Installation of Underground Power at Riverdale Drive in <br /> Preparation for the Mississippi Skyway Project <br /> Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br /> recommendation to proceed with the relocation of the overhead power at the location of the <br /> touch-down point of the Mississippi Skyway to underground for 440 feet, so to position the <br /> pedestrian bridge project to be even more `shovel-ready.' It was noted the funding associated <br /> with this case would be from the National Park Service grant of$490,000. <br /> Parks and Assistant Public Works Superintendent Riverblood said the installation would connect <br /> the existing pedestrian bridge to the Mississippi River Trail (MRT) and Regional Park. He <br /> outlined the touchdown easement and utility relocation costs of $300,000 and explained how <br /> Connexus could do this project for community service in three years but without any plan for a <br /> 2017 upgrade for the same power line. He said the cost is a little less than $19,000 to bury the <br /> line so utilizing this grant that sunsets in 2017 makes this truly a shovel-ready project. <br /> Councilmember Shryock said the City should take advantage of this proposal as shovel-ready <br /> projects provide the best opportunities for development. <br /> Motion by Councilmember Shryock, seconded by Councilmember Johns, to direct staff to <br /> proceed with the relocation of overhead power near Riverdale Drive in preparation to <br /> underground at a not-to-exceed cost of$19,000. <br /> Further discussion: Councilmember Williams said the grant does not change the fact that she <br /> does not support the skyway so will not be supporting approval. Councilmember Riley agreed. <br /> Councilmember Kuzma said this action allows an opportunity to take advantage of the river and <br /> trails and is a large investment in the Northstar Station and other opportunities. <br /> City Council/April 25, 2017 <br /> Page 5 of 12 <br />
