Public Works Committee 6. 1. <br />Meeting Date: 03/21/2017 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Title: <br />Review of Rivers Bend Street Reconstruction Assessments <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to review the proposed assessments for the proposed 2018 Rivers Bend Street <br />Reconstruction project pursuant to the request of Councilmember Riley. <br />Background: <br />The following streets in the Rivers Bend development are proposed to be reconstructed in 2018. <br />• 147th Lane — Xkimo Street to Waco Street <br />• 148th Avenue — Yakima Street to Xkimo Street <br />• Xkimo Street — 147th Lane to 149th Avenue <br />• Yakima Street — 148th Avenue to 149th Avenue <br />A Feasibility Report was prepared by Staff for the proposed improvements and was accepted by the City Council <br />on January 24, 2017. A copy of the report is attached. As noted in the report, the City of Ramsey's Special <br />Assessments Policy allows 25% of street reconstruction project costs to be assessed against benefiting properties. <br />Staff therefore developed an assessment program for the proposed improvements based on this assessment potential. <br />When the Feasibility Report was accepted by Council on January 24, 2017, Councilmember Riley suggested to <br />bring that topic back to the Public Works Committee for further discussion, specific to something unique in this <br />instance compared to the assessment policy as a whole. <br />Timeframe: <br />Staff estimates this case will take 15 minutes to present and discuss. <br />Observations/Alternatives: <br />NA <br />Funding Source: <br />Per the attached Feasibility Report, the engineer's opinion of probable project costs for the project is $283,000. A <br />total of 44 residential parcels will benefit from the proposed improvements and are preliminarily proposed to be <br />assessed for 25 percent of eligible project costs which totals $70,752. This equates to preliminary assessments of <br />$1,608 per parcel. The City will fund the remaining 75% of project costs, which total $212,248. These costs will be <br />funded using Street Reconstruction and Overlay Program bond funds, as well as a small amount of Stormwater <br />Utility Funds. <br />Recommendation: <br />Staff recommends moving forward with the preliminary assessments as shown in the attached Feasibility Report to <br />allow staff to begin meeting with property owners to discuss the proposed improvements, which are proposed to be <br />constructed as part of the 2018 Street Maintenance Program. <br />Action: <br />
