Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />Park and Recreation Commission <br />Meeting Date: 04/13/2017 <br />By: Mark Riverblood, Engineering/Public <br />Works <br />5. 5. <br />Information <br />Title: <br />Consider Sketch Plan and Park Dedication Policy for Riverstone Addition; Case of Capstone Home <br />Purpose/Background: <br />Note: This case is copied forward from the Planning Commission's April 6th regular meeting. The Park and <br />Recreation Commission is being asked to either affirm earlier policy direction on Park Dedication requirements <br />for this proposed 90 acre plat —or, react to the Developer's request to receive partial Park Dedication credit for <br />future amenities within the plat which would be owned and maintained by a future Homeowners Association. <br />More information will be available for the meeting. <br />The purpose of this case is to review a sketch plan for a 293 lot subdivision (245 detached single-family and 48 <br />townhomes). Please note that this has been revised from when the Planning Commission last saw the concept <br />(originally closer to 350 lots; a number of the townhome lots have been removed. <br />A Sketch Plan affords the Planning Commission the opportunity to review a project before it enters the official <br />Preliminary Plat stage. The Preliminary Plat (future step) is the most important step in the review process and gives <br />the project 'entitlement' to the project. <br />Notification: <br />Staff attempted to notify all Property Owners within 700 feet of the Subject Property of the [Planning <br />Commission's] Sketch Plan Review. <br />Observations/Alternatives: <br />There are a number of layers to the review of this project. Please see the attached review letter for specific review. <br />Topics include, but are not limited to, the following: <br />• Comprehensive Plan <br />• Zoning and Subdivision Code <br />• Collector/Arterial Streets/Cost Share <br />• Park Dedication <br />Funding Source: <br />
