March 10, 2017 I Volume 11 I Issue 5 Zoning Bulletin <br />Zoning News from Around the <br />Nation <br />IDAHO <br />In late January, House Bill 66 was introduced in the state Legislature. <br />Under the bill, municipalities would be prohibited from adopting "an <br />ordinance restricting or regulating short-term rentals, except as related to <br />codes enforcing building, fire, noise, property maintenance and nuisance <br />standards." Municipalities would also be permitted to prohibit short-term <br />rentals used to "house sex offenders or sell drugs, pornography, nude or <br />topless dancing or `other adult -oriented businesses.' " The proposed <br />legislation would also require marketplaces such as Airbnb to register <br />with the Idaho Tax Commission and receive a license. <br />Source: Idaho Mountain Express; wwwmtexpress.conm. <br />MASSACHUSETTS <br />Reportedly, a bill is being prepared for introduction in the state <br />Legislature that would allow the City of Boston to "amend the zoning <br />code in order to strengthen the Inclusionary Development Policy, a policy <br />which raises funds for affordable housing. Currently, the policy comes <br />into play when a residential development project of 10 or more units <br />requires a zoning variance, but this proposed Inclusionary Zoning Article <br />would insure that affordable units are created based on the size of the <br />project, and not the need for zoning relief." <br />Source: Jamaica Plain Gazette; http://jamaicaplaingazette.coin <br />VIRGINIA <br />A state Senate Committee has passed onto the full Senate a bill that <br />aims to regulate short-term rentals such as Airbnb. SB 1578 would require <br />people who rent out their homes through Airbnb and other online <br />platforms to register their names and addresses with their cities.
