WHEREAS, that the church operation will/will not substantially adversely impair the use, <br />enjoyment or market value of any of the surrounding properties. <br />WHEREAS, that the church operation will/will not be maintained so as to be harmonious <br />and appropriate in appearance with the existing or intended character of the general vicinity and <br />will/will not change the essential character of the area. <br />WHEREAS, that the church operation will/will not be hazardous to existing or future <br />neighboring uses. <br />WHEREAS, that the church operation will/will not impact essential public facilities and <br />services, such as highways, streets, police and fire protection. <br />WHEREAS, that the church operation will/will not create excessive additional <br />requirements at public cost for public facilities and services and will/will not be detrimental to the <br />economic welfare of the community. <br />WHEREAS, that the church operation will/will not involve uses, activities and equipment <br />that will be detrimental to any persons, property, or the general welfare by reason of excessive <br />production of traffic, noise, smoke, fumes, glare or odors. <br />WHEREAS, the Planning Commission met on May 4, 2017 and conducted a public <br />hearing and recommended City Council approve/deny the request; and <br />WHEREAS, on May 23, 2017, the Ramsey City Council reviewed the request. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of a Conditional Use Permit (the "Permit"), <br />Site Plan, and Final Plat for TROTT BROOK ADDITION (the "Plat") in accordance with relevant <br />City Codes and authorizes the Mayor and City Clerk to sign on behalf of the City contingent upon <br />the following conditions: <br />1. That this Permit shall be perpetual in its duration so long as the conditions imposed <br />herein are complied with. <br />2. That the permitted uses on the Subject Property shall be limited to a religious <br />institution and its associated activities. <br />3. That this Permit shall remain in effect for all of the Subject Property. The Permittee <br />may expand the building footprint as depicted in Exhibit A without requiring any <br />amendments to this Permit but shall not exempt the Permittee from any other <br />applicable City Code and Building Code requirements, including, but not necessarily <br />limited to, site plan and building permit review. <br />Resolution #17-05-101 <br />Page 6 of 6 <br />
