Councihnember Elvig explained the overall thought process was to create an endowment or fund, whereby as development occurs in the City it is an opportunity to take the development funds and put then] toward something. The concern is when development fills out, the new dollars will not be there and there will then be a burden on the taxpayers. Using the money coming in now would give the opportunity to offset some of those costs in the future and draw off of this interest of thc entire burden to taxpayers. He noted the PI:R fund would need to be amended from a 50 percent transfer to a 40 percent transfer to come up with the 10 percent for this fund. This would be all new money and no funds would be taken away from the Park Fund. Councihnember Kurak stated she and Councilmember Elvig thought about this fund two years ago in trying to think of a way to maintain their parks. This is very innovative thinking on the part of the Council and staff. Councilmcmber Elvig noted all of the language may not be set properly, but it is a begi~ming and it can bo tailored over the years. Motion by Councilmember Elvig, second by Councilmember Kurak, to ratify the recolnmendation of the Finance Committee and amend the City Fund Ordinance to create the Park Fund based on the established terminology. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Strommen, and Zimmerman. Voting No: None. Absent: CouncilmemberPearson. Further Discussion: Mayor Gamec directed staff to set up a meeting with the Finance Committee and the Park Board to discuss if the 50/50 Park Fund should be changed to 25/75. He noted this fund is another way to help out with development of Elmcrest Park and Central Park. Councihnen~ber Cook commended the Ramsey Lions for doing their part in the parks. He thanked the citizens that did the installation of the playground in Central Park under the supervision of the playground company, which saved $15,000 on the installation. Case #3: Report from Personnel Committee Moved up in the agenda to precede Case No. 2. Case #4: Report fi'om Public Works l) Request for Street Maintenance on 163~a Lane, Uranimite Street, 164th Lane, Sapphire Street and 164th Avenue. Counci Imembcr Zimmennan reported that the residents that requested this street maintenance are present tonight. Roy Shumway stated the Public Works Department has added a bunch of suggestions they will ask the Council to ratify. He had one request, which was to shift the road and put it in the position whcre it is supposed to be. They did not ask that it be tarred or anything else.
