Mayor Gamec indicated this should go to the residents for discussion, and the Council can revisit <br />it after tiao neighborhood meeting. He would rather work out something with the residents to get <br />that in linc so they do not come back to this in four or five years again. <br /> <br />Motion by Councilmember Kurak, second by Councilmember Zimmerman, to direct staff to <br />prepare a survey and host a neighborhood meeting to discuss paving the current dirt surface of <br />the road segments of 163''d Lane, Uranimite Street, 164th Lane, Sapphire Street, and 164th <br />Avel~ue. <br /> <br />Further Discussion: Councilmember Zimmerman indicated there should be information <br />available to the residents at the meeting as to what the costs would be. Councilmember Cook <br />requested the motion be amended to include direction that the Council will approve up to a 50/50 <br />split with the residents, to be discussed at the neighborhood meeting. Mayor Gamec stated he <br />would have no problem with a 50/50 split. Councilmember Kurak asked if the 50/50 split would <br />apply to the rest of the City streets that are not paved. Assistant Public Works Director Olson <br />replied about two years ago there was discussion concerning the issue of dirt versus paved roads. <br />There was cxtensive research done on the maintenance costs associated with both dirt and paved <br />streets. That maintenance cost turned out to be about the same for dirt and paved streets. He <br />explained currently the City requires 100 percent participation for new streets. In this case they <br />are asking for a City contribution up to 50 percent as incentive to go forward with paving the <br />streets to get rid of as many of the dirt streets in the City as they can. <br /> <br />Amendment to the motion on the floor by Councilmember Kurak, second by Councilmember <br />Zimmerman, to direct staff to prepare a survey and host a neighborhood meeting to discuss <br />paving the current dirt surface of the road segments of 163''d Lane, Uranimite Street, 164th Lane, <br />Sapphire Street, and 164th Avenue, and to discuss with the residents a 50/50 split of the cost of <br />the paving with the City. <br /> <br />Further Discussion: Councihnember Elvig noted it costs the City more to maintain dirt roads <br />than tarred roads. That is a burden to the rest of the taxpayers, which is why Public Works is <br />putting an incentive fo~wvard. This will be money well spent for the rest of the taxpayers in the <br />City. Councihnember Kurak concurred. She noted if these residents petition against this they <br />will not go through on this. It seems smarter to get the input of the residents before going any <br />fitrther with this. Mayor Gamec noted the other dirt road that will be discussed tonight only has <br />half a street that the residents live on; the other side is the state highway. Councilmember <br />Zimmerman commented part of the argument of residents that live on dirt streets is the tax <br />money they pay for paved streets in the City without that benefit. He noted this particular area <br />has a collector street going over to the 168th Avenue shopping center. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Zimmerman, Cook, Elvig, <br />and Strommen. Voting No: None. Absent: CouncilmemberPearson. <br /> <br />Further Discussion: Mayor Gamec directed staff to notify the Council when the meeting is set up <br />with thc residents.
