Motion by Councilmember Cook, second by Councilmember Zimmerman, to authorize staff to <br />hold negotiations with the residents to pave the frontage road paralleling TH 47 south of 160th <br />Lane at a 32 foot width, with an 8 foot trail to be striped, and to include a cul-de-sac, and to <br />allow negotiations up to 50 percent of the cost of the project, with additional funding to come <br />fi'om the Park Trail Fund to pay for the 8 foot trail portion offthe top of the project cost. <br /> <br />Further Discussion: Mayor Gamec noted this cul-de-sac may be extended in the future. They <br />1nay only need a temporary cul-de-sac with a road and blockade and turn around. <br />Councihnember Kurak asked for clarification as to how trail funds will be used in the project. <br />Councilmember Cook explained trail funds would be used to pay for the eight foot width of the <br />trail. The remainder of the cost would be split 50/50. This would take approximately 30 percent <br />off the entire cost. Assistant Public Works Director Olson indicated a feasibility study will be <br />prepared and brought back to the soonest Council meeting after the feasibility study is <br />completed. He noted bringing the case directly to the Council, rather than bringing it back to the <br />Public Works Committee first, will speed up the process. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Zimmerman, Elvig, Kurak, <br />and Strommen. Voting No: None. Absent: CouncilmemberPearson. <br /> <br />2) <br /> <br />Public Works Campus Layout and Tour <br /> <br />Councilmember Zimmerman reported the Public Works Committee was given a tour of the <br />Public Works Campus. Some of the equipment is getting aged and some of the building is in <br />need of repair. The Committee discussed the growing needs of Public Works and the possibility <br />of a portable temporary classroom facility. They also discussed the future of this area and the <br />possibility of expanding this out to Limonite Street to the west. It was noted that with the Town <br />Center they would be needing more area with this campus. <br /> <br />Councihnember Elvig stated the Public Works Department has a significant need, as the <br />department is basically working out of a tin shed with make shift offices. There are a certain <br />amount of improvements that will be required when they look at the size of the City and where <br />they arc going. Also, it seems natural that the City would get fairly aggressive about acquiring <br />the last chunk of land available that is connected with this property. <br /> <br />Councilmember Zimmennan asked if the land at the northwest corner of the facility out to <br />Limonite Street is part of the land the City is negotiating for. <br /> <br />City Administrator Norman replied it is not currently, but the land is in the City's plan for <br />negotiations. The City has been in contact regarding this, but they are not in active negotiation. <br /> <br />Councilmember Elvig stated the sooner this land could be acquired it would be better with the <br />growth of Town Center. The property will not get any less expensive as they go along. <br /> <br />Councihnembcr Cook noted they may want to look in this area for land for a water plant at some <br />point.
