PC CASE <br /> <br />CONSIDER (2) ADDITIONAL PAID ON CALL LIEUTENANTS POSITIONS <br /> By: Dean Kapler, Fire Chief <br /> <br />This case is a proposal to promote 2 paid on call firefighters to the rank of Lieutenant. The primary job <br />function of these additional positions will be to assist with new firefighter development. Effective date <br />would be following an internal position placement process. <br /> <br />Background: <br /> <br />The Fire Department currently has a staff of 7 paid on call officers, with each having individual <br />responsibilities that are summarized below. When the department reached its goal of 40 firefighters it <br />became obvious that a need for a more structured mentoring process was needed. <br /> <br />These two firefighters will each function out of one of the two fire stations and will be required to give <br />progress reports on a monthly basis. <br /> <br />This topic was brought to the Public Safety Board earlier this year and was given unanimous approval. <br /> <br />Position Responsibilities <br />Assistant Fire Responsible for all operating functions of fire station #1 (Fire operations only) All <br />Chief other officer responsibilities unique to station #1 are coordinated through this Chief's <br />(Chief#2) position. Acts as a 1st response Duty Officer. This position is also the #2 rank on the <br /> fire department. <br />Assistant Fire Responsible for all operating functions of fire station #2 All other officer <br />Chief responsibilities unique to station #2 are coordinated through this Chief's position. Acts <br />(Chief #3) as a 1st response Duty Officer. This position is also the #3 rank on the fire department. <br />Captain Responsible for maintenance of vehicles, semi annual and emergency. (Both Stations) <br />(Captain #11) Acts as a 1st response Duty Officer per arranged schedule. <br />Captain Responsible for all radio and pager activity including purchasing and repair. (Both <br />(Captain # 12) Stations) Acts as a 1st response Duty Officer per an'anged schedule. <br />Lieutenant Responsible for all turnout gear and uniforms including purchasing, repair and <br />(Lieut #1) replacement scheduling. Also assists with small tool maintenance at Station #1. Acts <br /> as a 1st response Duty Officer per arranged schedule. <br />Lieutenant Responsible for all medical supplies including purchasing, distribution and <br />(Lieut #2) maintenance of equipment. Also assists with small tool maintenance at Station #2. <br /> Acts as a 1st response Duty Officer per arranged schedule. <br />Training Responsible for all training coordination including scheduling, certificates and out of <br />Officer dept training. <br /> <br />All positions are required to report in writing on a monthly basis summarizing activity. <br /> <br />Funding: <br /> <br />These positions would receive a quarterly amount of $2520 or a combined amount of $5040 which would <br />be taken fi:om normal payroll budget. <br /> <br />Staff Reconunendation: <br /> <br />Staff reconnnends to Personnel Committee to motion to accept Fire Chief's recommendation of Additional <br />Paid on Call Lieutenants positions. <br /> <br /> <br />
