Steve Schmidt, TSM Development, Inc., stated that he met with the City Engineer on July 9, <br />2004 to discuss access and drainage issues. He stated that he is asking for approval of the site <br />plan at this time in order to force the County to address the issue of access. He advised that he is <br />willing to erect a privacy fence and requested some consideration be given to perhaps reducing <br />the landscaping requirements. <br /> <br />Associate Planner Geisler stated that the current design of the site requires a 60 foot bufferyard <br />area with additional plantings at a minimum rate of 30% of the required landscaping. She noted <br />that if a privacy fence is erected, the additional 30% requirement would be reduced by 10%. <br /> <br />With respect to drainage, Mr. Schmidt stated he is comfortable with the design for drainage and <br />there is ample room on the east side of the property to handle water. <br /> <br />Troy Livgard, engineer for the applicant, stated that they will verify the drainage calculations and <br />noted there is currently no water in the pond. Mr. Livgard indicated that a majority of the pond is <br />currently being mowed by adjacent property owners. <br /> <br />Mr. Schmidt stated that City Engineer Jankowski informed him the City is looking to require a <br />cul-de-sac on the northeast side of the property. <br /> <br />Associate Planner Geisler stated that the cul-de-sac would be used for turnaround purposes. <br /> <br />Chairperson Nixt stated his concern is that it is still unclear where access is going to be on the <br />proposed development; as a result, he. is uncomfortable with approving the site plan until the <br />issue of access is resolved. <br /> <br />Commissioner Johnson indicated there will eventually be a median on Ramsey'Boulevard which <br />will allow right in/right out access. <br /> <br />Mr. Schmidt reiterated his request for approval of the site plan and indicated he will work with <br />City staff with respect to access, landscaping, drainage, privacy fence and other issues. Mr. <br />Schmidt stated his desire to ensure the development is completed in a mutually acceptable <br />manner. <br /> <br />Commission Input <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer, to recommend that the <br />City Council grant approval of the proposed sketch plan contingent upon compliance with City <br />Staff Review Letter dated June 25, 2004 and approval of the request for site plan approval. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, and <br />Watson. Voting No: None. Absent: Commissioners Jeffrey and Van Scoy. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer, to recommend that the <br />City Council grant approval of the proposed site plan contingent upon compliance with City Staff <br /> <br />Planning'Commission/July 12, 2004 <br /> Page 3 of 16 <br /> <br /> <br />
