Commission Input <br />Chairperson Nixt asked <br />construction. <br /> <br />if there was any change to the timing of public improvement <br /> <br />Community Development Director Frolik stated there are not. She advised when the Master <br />Development Agreement is completed the City will be fee owners of these outlots and will <br />benefit from any development. <br /> <br />Commissioner Johnson noted it is a significant enlargement of the area the City will control. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer to approve the proposed <br />sketch plan contingent upon compliance with the City Staff Review Letter dated August 27, 2004 <br />and recommend that the applicant proceed to apply for final plat approval. <br /> <br />Chairperson Nixt stated he is not sure what is motivating the changes, but does not have a <br />problem with the changes. Commissioner Johnson agreed. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Jeffrey, <br />Shepherd, Van Scoy and Watson. Voting No: None. Absent: None. <br /> <br />Case #8 Staff Update <br /> <br />The Staff Update was noted. <br /> <br />Case #9 <br /> <br />Zoning Bulletin <br /> <br />The Zoning Bulletin was noted. <br /> <br />OTHER COMMISSION BUSINESS <br /> <br />Commissioner Van Scoy noted it says the City Council will take up the R-1 Rural Development <br />Ordinance this month, and he wondered when that will take place. <br /> <br />Associate Planner Wald stated they will discuss it at a work session. <br /> <br />Community Development Director Frolik indicated any interested Planning Commission <br />members could attend that work session, as it is an open meeting. <br /> <br />Commissioner Van Scoy thanked Staff for the Staff Update, noting it really brings clarity to what <br />the Council decides. <br /> <br />Chairperson Nixt noted that many may have heard about the Lake Elmo decision, and stated the <br />Planning Commission needs to be aware of how it impacts them. He stated Ramsey was cited as <br />the other end of the spectrum on controlling developments.
