CASE # <br /> <br />RECEIVE BIDS AND AWARD CONTRACT FOR IMPROVEMENT PROJECT #04-30, <br />BRIDGE NO. 02569 RHINESTONE STREET <br /> By: Brian E. Olson, Assistant Public Works Director / Principal City Engineer <br /> <br />Background: <br /> <br />The construction of Rhinestone Street is an integral part of the improvements associated with <br />Ramsey Town Center and the plans for Rhinestone Street include a bridge to allow for a <br />pedestrian under pass. This project has been specified to be partially funded from the City <br />Municipal State Aid funds. Authorization to advertise for bids was ordered on July 13th, 2004. <br />Bids were opened and tabulated on October 7th, 2004. <br /> <br />A summary of the bidding is as follows: <br /> <br />Bidder <br />Redstone Construction <br />Robert R. Schroeder Construction <br />Lunda Construction Company <br /> <br />Amount of Bid <br />$ 999,279.30 <br />$1,061,369.90 <br />$1,117,689.40 <br /> <br />Engineers Estimate: <br /> <br />$ 924,810.33 <br /> <br />As part of the Master Development Agreement for the Ramsey Town Center, this is a major <br />portion of the City Phase I Construction that will be partially assessed to the RTC. Since it is an <br />assessment project, a petition from the property owners that will be assessed for this <br />improvement and feasibility study are required. The petition and feasibility study were prepared <br />when the Sunwood Drive/Rhinestone Street Improvements were ordered. Copies of the petition <br />and feasibility study are attached. <br /> <br />The allowance for this phase of the project in the Phase 1 Improvements feasibility study was <br />substantially lower than the Engineers Estimate for bidding. The Master Development <br />Agreement provides for assessing up to $ 4,381,000 for Phase 1 Roadway Improvements. The <br />total assessments levied and the proposed levy for this project do not exceed the $4.3 million <br />specified in the Master Development Agreement. Hakanson Anderson is preparing a letter <br />detailing the specific changes in the project. This letter will be presented Tuesday evening prior <br />to the Council meeting. <br /> <br />Recommendation: <br /> <br />It is Staff's recommendation to award the contract to Redstone Construction in the amount of <br />$999,279.30. <br /> <br />Council Action: <br /> <br /> <br />
