Assistant Public Works Director Olson responded it is possible. <br /> <br />Mayor Gamec stated at the time that the rates were changed he thought it looked logical, but <br />when they reviewed the comparison sheet with other cities it looked as though they may be out of <br />alignment. Things got more confusing when they started asking questions. He requested staff to <br />supply the Council with information clearly laying out all of the information. <br /> <br />Assistant Public Works Director Olson stated at 4:30 today he received a list of every other <br />community within the area and where Ramsey's rates fall. He will have a firm recommendation <br />on this by the next Council meeting. <br /> <br />Councihnember Cook stated he would be glad to give this issue another week. This came from a <br />study saying this is what the City's trunk fees will have to be for the City's infrastructure in the <br />comprehensive plan in the future. If they are going to have the growth in the City that they have <br />said, they will have to provide the services. Regarding this developer, it is time to let him build <br />or do something. The fact was he had his paperwork in before the fees were changed. <br /> <br />Assistant Public Works Director Olson replied he appreciates that, however, there are a lot of <br />developers that have concept plans and/or preliminary plat approval that would be subject to the <br />new rate at the time of final plat approval. Opening that loophole could be a bigger can of <br />worms than they want to deal with. He stated Town Center has conceptual approval on the entire <br />322 acres. <br /> <br />Councihnember Elvig noted the feasibility study was looked at, and they never came back to the <br />financial ramifications of the study. There is likely a much more affordable way of financing this <br />than what was just laid out as a block of dollars needed, and this could change the required rates. <br /> <br />City Administrator Norman concurred. He indicated the financial consultant must be involved in <br />this, as well as the construction engineer. <br /> <br />Councihnember Kurak clarified that the developer is not being prevented from utilizing the rates <br />as they have been amended, and the plan at this time is to re-amend the rates at the upcoming <br />Council meeting. <br /> <br />Mr. Thomas stated he is willing to table this for another week. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Elvig, to table the amendment to <br />the Development Agreement for The Village of Sunfish Lake 2nd Addition; Case of Liberty Land <br />Development, Inc. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, and <br />Zimmerman. Voting No: None.
