Mr. Bailey replied that he understood that it was a County decision, but the City will be making a <br />recommendation to the County as to whether or not they feel the median should be extended. <br /> <br />Councilmember Elvig stated that he personally frequents the mall and when he goes there <br />traveling along C.R. #116 he won't stop to turn in at the C.R. #116 access because he is afraid of <br />being hit so he always turns onto T.H. #47 to access the plaza. He agreed that the high speed <br />along C.R. #116 and the drive through traffic from the neighborhood is a problem. <br /> <br />Councihnember Zimmerman stated that safety is a large concern, but he does recognize the <br />concern that some customers might be lost if they lose the access but there might be some <br />options to providing more access. <br /> <br />Mr. Dombrowksi replied that if the main concern is safety than there are other ways to handle the <br />situation. He stated that if the County is willing to slow the traffic down the number of accidents <br />would probably be reduced significantly. <br /> <br />City Engineer Jankowski pointed out that there are very few personal injury accidents because <br />the speeds have been slow in the area. He noted that currently on this segment of C.R. #116 <br />there are 12,500 vehicle trips per day and they anticipate traffic to increase to 24,000 by 2025. <br /> <br />Mr. Curry stated that they have looked at a couple of different ideas put together by a design <br />engineer to help alleviate some of the traffic problems. <br /> <br />Ms. Garwood noted that just about every time a speed study is conducted the speed limit usually <br />stays the same or increases. <br /> <br />Motion b y C ouncilmember E lvig, seconded by Councilmember Cook, to recommend that the <br />City Council rescind its opposition to the extension of the CR 116 as a measure to increase <br />public safety and that a left hand turn along T.H. #47 be constructed to Blue Velvet Lane, and <br />that a right turn lane into the gas station along C.R. #116 be constructed, and a right-in right-out <br />access into the River Bend Plaza on the south access. <br /> <br />Further discussion: Principal City Engineer Olson stated that he would be interested in seeing <br />the designs put together by the design engineer of Rivers Bend Plaza prior to the next Council <br />meeting. Mr. Curry replied that he would be willing to provide that information. He stated that <br />they would be less concerned with the median if they were assured that the County and State <br />would work to help increase access to their site. Councilmember Kurak expressed concern that <br />Blue Velvet Drive is a private road. City Administrator Norman explained that Blue Velvet has <br />requested that the City take over Blue Velvet Drive. Mr. Bailey stated that he would like the <br />opportunity to review the report and have the Council consider some sort of access west bound <br />going into the property. He inquired if the Committee could authorize that the property owner be <br />issued all information and notified of the meetings. Councilmember Elvig stated that the reason <br />he made the recommendation for a right turn lane into the gas station is that people could make a <br />u-turn at the lights and than have a right turn lane into the site. <br /> <br />'Public Works Committee/March 18, 2003 <br /> Page 4 of 10 <br /> <br /> <br />
