PUBLIC WORKS COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Public Works Committee conducted a regular meeting on Tuesday, May 20, 2003 at
the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Chairperson Gerald Zimmerman
Councilmember Todd Cook
Councilmember David Elvig

Also Present:

City Administrator James Norman
Principal City Engineer Brian Olson
City Engineer Steve Jankowski
Street Supervisor Grant Riemer
Councilmember Patti Kurak
Councilmember Sarah Strommen
Councilmember A1 Pearson

CALL TO ORDER

Chairperson Zimmerman called the regular meeting of the Public Works Committee to order at
5:35 p.m.

CITIZEN INPUT

Nancy Hillary, 17290 Tiger Street NW, Ramsey, stated that she had contacted staff requesting a
speed reduction on the ½ mile stretch of Tiger Street. She was told by City Engineer Jankowski
that he discussed the issue with the City Attorney to research if the road would qualify as a rural
urban road and it was determined that it does so the City would be permitted to reduce the speed
to 30 mph. Staff had told her that the case would be on tonight's agenda, but apparently it was
tabled due to time constraints. Ms. Hillary stated that she would like to the issue to be addressed
before the new development is started.

City Engineer Jankowski explained that Ms. Hillary contacted him after the Tiger Meadows
development was proposed. After talking to Ms. Hillary he contacted the Police Chief to discuss
the amount of traffic on the road. He noted that originally Tiger Street was a county road posted
with a speed limit of 55 mph and when the road was turned over to the Citythe speed limit
remained at 55 mph. If the road were constructed as part of the subdivision today it would have
been posted 30 mph. Mr. Jankowski did work with the City Attorney to determine if legally the
City could change the speed limit. If a road is located in a rural area the City can post the road at
55mph, if the road is designated as a rural suburban road the City can reduce the speed limit to
30 mph. Tiger Street is currently designated as a rural road so the City will have to declare that

Public Works Committee/May 20, 2003
