Councihnember Elvig inquired if the improvement project were to proceed forward and Mr. <br />Hickman would choose to improve the Plants and Things business they would pay more of the <br />cost than the other property owners. <br /> <br />Principal City Engineer Olson replied yes. <br /> <br />Councihnember Pearson inquired as to how much of a drainage problem there was in the area. <br /> <br />Principal City Engineer Olson explained that since a portion of the project as been completed and <br />connected to the Business Park 95 pond there is not much of a problem. That being said he noted <br />that the Business Park 95 pond did not overflow last year but they did have three very dry years <br />and the starting elevation is very important when they are talking about ponding. <br /> <br />Chairperson Zimmerman recessed the regular Public Works Committee meeting at 6:35 p.m. <br /> <br />Chairperson Zimmerman called the regular Public Works Committee back to order at 6:40 p.m. <br /> <br />City Administrator Norman noted that the city of Anoka recently adopted a utility fee, which they <br />could charge Ramsey if they were to make the Anoka connection. <br /> <br />Councilmember Cook inquired if staff was sure that Anoka would charge the City for the <br />connection. <br /> <br />City Engineer Jankowski explained that he has had some discussions with Anoka staff and they <br />have indicated that they would charge the City for the connection. <br /> <br />Principal City Engineer Olson noted that the condemnation action was recently re-initiated, but <br />staff will not move forward with the bids until after the condemnation is complete. <br /> <br />Councilmember Kurak stated that one of the problems is that the longer they delay the <br />construction the more it costs and the property owners are akeady paying for the pipe even <br />though it has not been constructed. She stated that there is a bigger picture then whether or not <br />the pipe goes into the ground because the City could be faced with paying the property owners <br />back. <br /> <br />Councilmember Cook noted that he did not think that Business Park 95 paid enough for the pipe. <br /> <br />Councilmember Kurak agreed. <br /> <br />Councilmember Cook stated that the City is charging residential property owners a commercial <br />tax, and in addition to that they are being charged a special tax for a pipe they are not using. <br /> <br />Principal City Engineer Olson explained that if any oft he property owners w ere t o decide t o <br />improve their property without the pipe being installed they would be required t o u se a good <br />portion of their property for a pond. <br /> <br />Public Works Committee/May 20, 2003 <br /> Page 8 of 20 <br /> <br /> <br />
