In addition, a minimal overhead of 15% was estimated to cover design, inspections, <br />and contingencies for a total project cost of $89,723. The 1st phase of The Village of Sunfish <br />Lake has generated $19,475 in trail fees (41 lots x $475/lot), but was credited $2,842 for <br />completing trail segments along Sunwood Drive beyond the boundaries of the subdivision. <br />Future phases of this subdivision will generate an additional $35,150 in trail fees (75 additional <br />lots). Thus, there would be an estimated shortfall of $47,940 fi.om what this subdivision will <br />contribute. The project overhead of $11,703 is a "soft" cost and could be absorbed by the <br />engineering department. The engineering staff has also approached the grading contractor, <br />Bolander Construction, who is agreeable toward performing the removals and grading as partial <br />payment for borrow material located in Alpine Park (Bolander will pay $1 per yard, plus perform <br />the sidewalk removals). T his represents an estimated value o f $ 7,870. T he remaining costs, <br />would need to come from the Trail fee fund. However, the City may also wish to consider <br />approaching the Developer to increase his contribution on future development phases. It may be <br />appropriate to consider the fact that the eight-foot bituminous trail, which was proposed along <br />the southern boundary of the plat, became the impetus for the sidewalk along 145th Lane. The <br />elimination of 1600 ft. of trail represented a savings to the developer of $11,262 (1422 yd2 ~ <br />7.92). Perhaps all or a portion of this cost might be recovered on future additions to offset this <br />sidewalk cost. Staff recommended the following actions be taken by the Public Works <br />Committee. <br /> <br />(1) <br /> <br />(2) <br /> <br />(2a) <br /> <br />Recommend approval of project schedule for IP #03-28, installation of sidewalk <br />on 145th Lane and 146th Avenue. <br />Recommend that $11,262 be authorized from the Trail fee fund. <br /> - or - <br />The developer of the Village of Sunfish Lake contribute $11,262 toward the <br />installation of this sidewalk in lieu of the eight-foot bituminous trail which was <br />proposed along the southerly property lines. <br /> <br />Councihnember Cook explained that since the trails were eliminated from the Village of Sunfish <br />Lake development the City collected additional trail fees from the developer therefore it would <br />not be fair to request additional funds from the developer. <br /> <br />City Engineer Jankowski noted that the developer did pay $475 per lot in trail dedication. <br /> <br />Principal City Engineer Olson stated that it was his understanding that any trail within the <br />development was not credited towards trail fees. <br /> <br />Public Works Committee/June 17, 2003 <br /> Page 2 of 9 <br /> <br /> <br />
